THIS NOTICE OF INTENT IS NOT A REQUEST FOR PROPOSALS. This notice is for informational purposes only and is not to be construed as a commitment by the Government. Vendors that believe they can provide the services listed above are invited to submit substantiating documentation in writing to the identified point of contact. This procurement will be processed pursuant to FAR part 12 and Part 13.5. No solicitation will be issued.




Information received will be considered solely for the purposes of determining whether to conduct a competitive procurement. Oral communications are not acceptable in response to this notice. A determination by the Government to compete this proposed contract based on responses to this notice is solely at the discretion of the Government. Responses are to be received within 10 days of this notice. No telephone calls are being accepted.


The United States Department of Agriculture (USDA), Agricultural Research Service (ARS), intends to negotiate and award on a Justification for Other Than Full and Open Competition (JOFOC) basis. A purchase order is anticipated with a one-year period of performance and will be awarded to Washington State University. The Facilities Division of USDA/ARS requires project management support services to be provided for the ARS project to construct a new research facility on the campus of Washington State University in Pullman, WA. ARS intends enter into an agreement with the US Army Corps of Engineers (USACE) to award the design and construction of the new facility. Services to be provided under this SOW include coordination with USACE, and its contractors, for activities on-site, technical evaluation of design and construction documents, reviewing documents to assure the interests of the ARS and Washington State researchers and administration are properly incorporated into the project documents. Because WSU has an over 90-year history of ongoing collaboration in the pursuit of agricultural research excellence at Washington State University with USDA, it gives them the unique qualification and ongoing experience to be interwoven throughout shared facilities on the WSU campus. WSU has long provided project management services through its department of Facilities Services to those USDA/WSU research teams to execute new construction, renovations, maintenance, and equipment support for various State funded projects and research grants. This longstanding unique relationship between USDA and WSU puts WSU Facilities Services in the position to provide project management services for the construction of the proposed USDA building.


The anticipated date of award will be on or about: 09/27/2019.
