The U.S. Department of Energy, Southwestern Power Administration (Southwestern) intends to award a firm fixed-price contract to a single source under authority of FAR 6.302-1(a)(2)(iii), Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements, to Doble Engineering Group for the Lease of Doble Power Factor Test Sets for three of Southwestern's field offices. The period of performance is a base year, plus three option year periods.

The justification is based upon only Doble Engineering can provide Doble test equipment that is compatible with the Doble Universal Controller (DUC) that Southwestern leased by separate competed contracts for Power Factor Test Sets and Controllers. Doble test sets are the only sets that will work with the current software and controllers, and Doble is the only company the provides the needed engineering support that is essential to Southwestern's requirements; therefore, this precludes consideration of a product provided by another company.

This notice of intent is NOT a request for proposal or quote. Interested firms must identify their interest and provide documentation demonstrating their capability to accommodate this requirement by e-mailing Ms. Tammy Moreno, Contracting Officer, at tammy.moreno@swpa.gov no later than 5 pm CST, September 5, 2017. Any information received will be considered for the purpose of determining whether or not to conduct a competitive procurement and is solely within the discretion of the Government. Southwestern is not responsible for any costs incurred by responding to this Notice.
