Notice of Intent to Award a Sole Source Contract Modification for Weapons Missiles Systems Engineering

This is a notification that the Missile Defense Agency (MDA) intends to award a sole source, cost-plus-fixed-fee contract modification under statutory authority 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy the Agency Requirements. This contract modification will be awarded to Parsons Government Services, Inc., 25531 Commerce Centre Drive, Suite 120, Lake Forest, CA 92630-8874, to provide uninterrupted, high-quality continuity of operations for the Ground-Based Midcourse Defense Program (GMD) System Engineering and Integration (SE&I) function. This effort is currently being performed on contract HQ0147-16-C-0042 which current base period expires on August 25, 2018.
 

The contractor is currently performing the SE&I effort in support of the GMD program. The government has recently approved an expanded program approach that incorporates a Robust Homeland Defense (RHD) development phase that will provide the warfighter with enhanced capability. This new program of record that includes the RHD component will require additional support and technical integration to achieve Preliminary Design Review (PDR) and Critical Design Review (CDR) milestones within the established schedule baselines.


The associated North American Industry Classification System (NAICS) code for this procurement is 541712 with a size standard of 1000 employees for subcontracting opportunities. The resultant contract modification for these advisory and assistance services will be for a one-year and six month base period and three, one-year options.


This notice is not a request for proposals. This action will result in a sole source contract which is necessary to allow for continuity of critical contractor services. Any information received as a result of this notice will be considered solely for enhancing competition in a future competitive procurement. The Government will not pay for information submitted. All responses must be received no later than March 3, 2017, 2:00 pm, central time and should be submitted to Jeff McMillan, Contracting Officer, via email Jeffrey.McMillan@mda.mil.
