Notice of Intent to Award a Firm Fixed-Price Sole Source Contract / Delivery Order --ACC-APG, IDIQ, IOTV Contracts
NOTICE OF INTENT TO AWARD A FIRM FIXED-PRICE SOLE SOURCE CONTRACT / DELIVERY ORDER:
Product Manager Soldier Protective Equipment of the Program Executive Office - Soldier, Fort Belvoir, VA, 22060 intends to modify the current Aberdeen Proving Ground (ACC-APG) Awarded Indefinite Delivery Indefinite Quantity (IDIQ) Improved Outer Tactical Vest (IOTV) contracts to increase the ceiling quantity by twenty thousand (20,000) IOTVs and to extend the ordering period by five (5) months. Subsequent to the modification, a Fair Opportunity (FO) or FOs will be issued to the seven (7) IOTV contract holders for the manufacture and delivery of Generation III (Gen III) IOTV Conversion Kits in the Operation Enduring Freedom Camouflage Pattern (OEFCP) and in accordance with the Governments Product Descriptions (PDs) FQ/PD 07-05G and patterns dated 1 AUG 12 and FQ / PD 07-05E. To date, the ACC-APG, IDIQ, IOTV contracts are the only known source available to provide Gen III IOTV Conversion Kits.
The North American Industry Classification System (NAICS) Code for this procurement is 315990 - Apparel Accessories and Other Apparel Manufacturing with a Small Business Size standard of 500 employees based upon the data provided within the U.S. Small Business Administration Table of Small Business Size Standards. This sole source requirement meets the conditions of FAR 6.302-1 - Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.
