The Missile Defense Agency (MDA) intends, when appropriations are available, to award a sole source contract valued up to $3B beginning in government fiscal year 2015 (FY15) to Raytheon Missile Systems (RMS) of Tucson, Arizona, for production and integration of up to 216 (up to 72/year) Standard Missile-3 (SM-3) Block IB missiles over three years as part of the Aegis Ballistic Missile Defense Program.  This will be a follow-on contract to contract number HQ0276-13-C-0001, which was awarded on a sole source basis to RMS for production of SM-3 Block IB missiles.   MDA is contemplating seeking FY15-17 multiyear procurement (MYP) authority.   If a MYP is not approved, then MDA intends to award a FY15 annual contract with up to two pre-priced annual contract options.  This requirement may include spares and Standard Missile Depot Level Maintenance and Repair support as well as development, test, engineering, and integration tasks.

RMS has been the All Up Round Design Agent for all Standard Missile variants since 1966 and is considered the only source that currently possesses the in-depth technical knowledge of the system to satisfactorily perform the work.  This expertise cannot be attained by any other contractor within the anticipated period of performance without duplicating costs and creating a delay in fulfilling MDA's requirements.   MDA intends to solicit and negotiate with only one source under the authority of 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.

This notice of intent is not a request for competitive proposals.   MDA invites any other contractor that reasonably believes it can produce and integrate SM-3 Block IB missiles without incurring duplication of costs and without experiencing delays to provide a capability statement electronically to Neal Booher, Contracting Officer, at [email protected] by 5:00pm Eastern Time on October 30, 2013.

The US Government is not liable for any cost associated with the capability statement.   Companies interested in subcontracting opportunities should contact Raytheon Missile Systems directly at 1151 E. Hermans Road, P.O. Box 11337, Tucson, Arizona  85734.
