The Environmental Protection Agency (EPA), ITAD Office, RTP, NC is issuing this pre-solicitation notice to inform industry contractors of the intent to execute a Brand-Name/Single Source purchase order for the Office of Enforcement and Compliance Assurance (OECA), Office of Criminal Enforcement, Forensics, and Training (OCEFT), National Enforcement Investigations Center (NEIC) as prescribed in FAR 13.106-1(b)(i) to Zasio Enterprises, Inc., 401 W. Front St. Ste 305, Boise, ID 83702-5122. A sole source order with Zasio Enterprises, Inc. is required to renew annual maintenance and support for Zasio Versatile software, including: Versatile Enterprise Records Management System, Versatile Notification System and Versatile ERMS (Electronic Records Management System). At this time, there are no current vendors or NASA SEWP or GSA FSS contract holders capable of providing the required software. There are also no other known supplies or services available that will satisfy Agency requirements. In accordance with FAR Part 13, specifically Subpart 13.106-1(b)(i), there is only one (1) responsible source and no other services will satisfy agency requirements. This procurement is for annual maintenance, support and software installation and support including call-in support from National Enforcement Investigations Center (NEIC) staff. The Versatile Enterprise Records Management Software and associated modules from Zasio Enterprises, Inc. provide the necessary and proprietary software support to continue normal operations for the NEIC Records Center. Zasio Enterprises, Inc. is the sole source provider for the Versatile records management software. Zasio is also the sole source provider for technical support and maintenance and training of all Versatile software products. The Versatile software package will enable NEIC staff to respond appropriately to litigation holds, discover requests, Congressional/FOIA requests and effectively manage records submitted to the NEIC Records Center and ensure that NEIC records are managed according to Agency and National Archives and Records Administration NARA requirements. Zasio Enterprises, Inc. is a responsible source who has worked with the EPA on previous acquisitions. The 12-month period of performance is from 02-01-2020 to 01-31-2021. Two b (2) option years are also planned which may extend the ultimate completion date to 01-31-2023. The place of performance is EPA National Enforcement Investigations Center (NEIC), Denver Federal Center, Building 25, P.O. Box 25227, Denver, CO 80225-0227. The North American Industry Classification System (NAICS) for this requirement is 511210. The Small Business Administration size standard for this sector is $41.5 Million. This notice of intent is neither a formal solicitation nor a request for competitive quotes. No solicitation document is available and telephone requests will not be honored. No award will be made on the basis of unsolicited quotations or offers received in response to this notice. Any response to this notice must show clear, compelling and convincing evidence that competition will be advantageous to the Government. All interested parties must respond within 10 days of the date of this announcement. Interested parties shall: 1) include information on the proposed services which clearly supports the requirement; 2) provide itemized pricing that is sufficient to decide that competition is feasible. The intent of this synopsis is to determine if any source(s) exist, and therefore, no Request for Quote (RFQ) is available. Consequently, any response failing to provide the aforementioned data but instead choosing to merely submit a routine letter requesting a copy of the RFQ will be ignored. The intent of this synopsis is for informational purposes only. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this order based on responses received to this notice is solely within the discretion of the Government. Interested parties may identify their interest and capabilities no later than 5:00 p.m. Eastern Standard Time on November 15, 2019. Interested shall e-mail all statements, quote, and capabilities; the senders bear full responsibility to ensure complete transmission and timely receipt.
