This synopsis is hereby issued in accordance with FAR Part 5.203 and FAR 13.501(a) in response to the mandatory requirement for a 15 day notification. The purpose of this synopsis is to announce the Food and Drug Administration's intent to negotiate a Firm Fixed Price sole source order with AB Sciex, located at 1201 Radio Road, Redwood City, CA 94065-1217.

The Food and Drug Administration's (FDA) Division of Seafood Science and Technology (DSST) needs planned preventative maintenance for the triple quadrupole linear ion trap (QTRAP) 550 mass spectrometer that is in use for quantitative and qualitative methods in the analysis of seafood toxins, contaminants, and decomposition markers. The 5500 QTrap Mass Spectrometer currently in use supports DSST research projects and outbreak sample analyses. Therefore, the instrument requires assured planned maintenance service per the instrument manufacturer recommendation to have the instrument in excellent condition for the work and the reduction of downtime.


Only one source, AB Sciex, the OEM, is capable of fulfilling this requirement. All parts for this instrument are manufactured and certified by AB Sciex. The manufacturer does not authorize any third party service organizations to service the instrument. Any third party repairs and maintenance are not covered by the manufacturer and would increase the cost of repairs and services that may be needed in the future.
The anticipated service agreement will include the following services; unlimited parts, labor, travel, technical support by ABSciex certified engineers, 48 hour response times, two (2) maintenance visits per year, and annual software health checks to ensure that all software is up to date with the latest AB Sciex software.


The Government anticipates award one (1) base year period, and three (3) additional option periods totaling 5 years if all options are exercised.


The anticipated dollar value of this purchase (inclusive of options) is: $101,938.92
