In accordance with the Federal Aviation Administration Acquisition Management System (FAA AMS) paragraph 3.2.2.4 Single Source, the purpose for this announcement is to inform industry of the basis of the FAA's decision to extend the current Voice Switch ByPass (VSBP) contract with Astronics DME LLC of Fort Lauderdale, FL to use the remaining contract ceiling. This is a fixed price, indefinite quantity contract which expires in February 2017. This announcement is not a request for proposal or market survey. Further, the FAA is not seeking or accepting unsolicited proposals. All interested parties are advised that the FAA will not pay for any information or any administrative costs incurred that are associated with any response received from industry in response to this announcement. Therefore, any costs associated with this announcement will be solely at the interested partybs expense.
The VSBP system provides backup to various communications voice switches with emergency access and control over very high frequency (VHF) and ultra-high frequency (UHF) radio receiver/transmitters used by air traffic control personnel at Air Traffic Control Towers and Terminal Radar Approach Control facilities. The equipment being procured remains unchanged and is supported by the FAAbs Integrated Logistics Support (ILS) system. The Astronics DME LLC VSBP system has completed the FAAbs Operational Test and Evaluation (OT&E) and In-Service Decision (ISD) Review process. Astronics DME LLC has the technical expertise and production capability to perform this work and meet the required deliveries within the timeframe required, concurrent with forecasted requirements for new systems and expansions of existing systems.

The VSBP system meets the following requirements:
b"    Operates independently of existing and new voice switch systems (e.g. ETVS, RDVS, IVSR, NVS).
b"    Provides direct connectivity between the air traffic controller and existing air-to-ground radio communication equipment for primary frequency(s) assigned to that air traffic control operational position.
b"    Positive system action by the air traffic controller by insertion of the air traffic controllerbs headset plug into the VSBP jackbox.
b"    Provides a push-to-talk signal compatible with the push-to-talk requirements of existing primary air-to-ground radio communication equipment system (both local and remote).
b"    Provides a transmit and a receive audio path compatible with requirements of existing primary air-to-ground radio communication equipment system (both local and remote).
b"    Is capable of manual reassignment and connection of primary air-to-ground radio communication equipment system to existing air traffic control position.
b"    Provides a transparent interface compatibility with the existing air traffic control facility legal voice communication recorder system.

This contract extension will enable the FAA to:

1)    Continue uninterrupted deployment of VSBP systems over the next five years
2)    Continue to provide supply support to over 380 already installed systems
3)    Provide equipment for tailored expansions of presently installed VSBP systems as needed.

The FAA intends to issue a contract modification against Contract No. DTFAWA-12-C-00025.
The contractbs ceiling is $8,000,000 and the remaining ceiling will support funding a 5 year extension. The extension period will consist of two (2) 2-year Option Periods and one (1) one-year Option Period. An increase in the current Contractbs ceiling of $8,000,000 is not required to meet forecasted requirements.
