The Pike & San Isabel National Forests intend to issue a Request for Quote (RFQ) to award a single, firm-fixed price contract to provide Biological Surveys related to planned Vegetation Management Treatments for the Upper Monument Creek Ecosystem Restoration Project. Conduct surveys for the Northern Goshawk per USDA Northern Goshawk Inventory and Monitoring Technical Guide protocols, report incidental observations of other raptors and other Forest Service sensitive species. Prepare draft and final reports. Transfer collected data to Forest Service. The primary focus of this contract is to conduct biological surveys for the northern goshawk using the 2006 Northern Goshawk Inventory and Monitoring Technical Guide (Goshawk Protocol) and prepare survey reports as described below. The contractor shall provide all manpower, equipment, and services necessary for conducting and completing this project. The Performance Work Statement describes standards required of the contractor throughout project implementation, including communication and coordination (such as conference calls and product review meetings) required by the Forest Service to facilitate project progress and completion. Period of Performance - The biological surveys shall be conducted within the appropriate period; between June 1, 2017 and August 15, 2017. No time extension for the field survey portion of the contract will be granted beyond August 15, 2017. A draft report shall be provided to the Forest Service no later than September 15, 2017. The final report shall be provided to the Forest Service no later than October 1, 2017. The USDA-Forest Service requires that all specifications be met referring to the attached within Solicitation No. AG-82BH-S-17-0007.

The Service is required to be delivered to the USDA-Forest Service - Pike & San Isabel National Forests - 601 South Weber - Colorado Springs, Colorado 80903.


The North American Industry Classification System Code (NAICS) is 541620 with a size standard of $15.0 million. Project is total Small Business Set-Aside. The contract resulting from this solicitation will be awarded to the offeror whose technical/cost relationship is determined to be most advantageous to the Government. The Offeror's proposal shall be in the format prescribed by, and shall contain a response to each of the areas identified which affects the evaluation factors for award. The Government reserves the right to make cost and technical trade-offs that are in the best interest and advantageous to the Government. Contractor must be registered in the System for award Management (SAM.gov) to be eligible for award. Invoicing will be paid via Invoicing Processing Platform (IPP). ONLY. No exceptions.
