SYNOPSIS: NORTH FITNESS CENTER, CANNON AIR FORCE BASE, CURRY COUNTY, NEW MEXICO. The proposed procurement is an Unrestricted Best Value, and thus open to large and small businesses. NAICS is 236220 with a size standard of $36,500,000.00. The magnitude of construction for this project is $10,000,000.00 to $25,000,000.00. Bonding will be required for this acquisition. The proposed project will be a competitive, firm-fixed price, design build contract procured in accordance with FAR 15, Negotiated Procurement using a Two-Phase "Best Value" trade-off process, where Step 1 involves Pre-qualification of Offerors and Step 2 involves Request for Proposals being issued to Pre-qualified Offerors. Phase 1 Request for Proposals will be issued on or about 21 Feb 2018, with proposals due on or about 23 Mar 2018. Offerors are advised that this requirement may be delayed, cancelled, or revised at any time during the solicitation, or final award process, and is subject to the availability of funds.

CONSTRUCTION SERVICES TO BE PERFORMED under this firm fixed price contract will consist of designing and constructing a new auxiliary North Fitness Center, (5,032 SM),at Cannon Air Force Base, in compliance with the requirements contained in the Request for Proposal (RFP). The new facility will include a 4-lane, 25-meter swimming pool, an elevated indoor running track (1/8th mile) with stretching area, and an open workout area for unit physical training and group exercise. The new facility will also include male and female locker rooms, showers, toilets and sinks, and support functions (storage, janitor's closet, mechanical room, electrical room and other rooms). The facility will include a front desk/administrative area and all other supporting facilities with air conditioning estimated at 150 tons. The facility will be designed as permanent construction in accordance with the following DoD Unified Facilities Criteria (UFC): 1) UFC 1-200-01, DoD Building Code (General Building Requirements); 2) UFC 1-200-02, High Performance and Sustainable Building Requirement and 3) will comply with UFC 4-010-01, DoD Minimum Antiterrorism Standards for Buildings.


THE PROJECT will be advertised as a Two-Phase "Best Value" trade-off Request for Proposal. Competitive proposals will be evaluated based on the evaluation criteria set forth in the solicitation package. Evaluation by the Government will result in selection of a firm that represents the best value to the Government. Proposed procurement will result in a firm-fixed price contract.
