Defense Finance and Accounting Service (DFAS) intends to solicit, negotiate, and enter into a Firm Fixed Price Commercial Supply Contract IAW FAR 13, Simplified Acquisition Procedures for the following procurement:
This requirement is for the purchase of a replacement Nortel Power Plant which consists of the following components: Eltek 250amp Bulk output DC System, Battery Strings, CEC Power shelf, as well as the installation of this equipment. FOB Destination
Notice of Intent to negotiate and award a sole source purchase order under Simplified Acquisition Procedures and the authority of FAR 13.106 (b), to Avaya Federal Solutions, Inc, 12730 Fair Lakes Circle, Fairfax, VA, 22033-4901, for purchase and installation of a Nortel Power Plant. The Nortel Power Plant is a vital component of the Nortel CS1000 PBX which provides power to the device. Avaya Federal Solutions, Inc is the only source that can install the Power Plant. If anyone other than Avaya Federal Solutions, Inc installed the Power Plant and that Power Plant caused failures to the core components of CS1000, Avaya Federal Solutions, Inc would not be responsible. Avaya would not cover any damages or outages related to the installation of equipment that they did not install due to the warranty. Proposed contract action is for services which the Government intends to solicit only one source.
