NOTIFICATION OF REQUEST FOR QUOTATION

PROJECT INFORMATION/LOCATION: Contractor shall furnish all supervision, labor, materials, equipment, tools, transportation and supplies necessary to perform Non Native Invasive Species (NNIS) control by basal bark application of herbicide on the George Washington & Jefferson NFs, Lee Ranger District, in Shenandoah county VA.


DESCRIPTION OF REQUIREMENT: Successful offeror shall provide all labor, supervision, tools, equipment, and materials and supplies necessary to identify and treat NNIS by hand application of herbicide and basal oil to ailanthus, paulownia and autumn olive (if found) on 183 acres.

PERIOD OF PERFORMANCE: Contract time will be 120 calendar days from the effective date of the Notice to Proceed.


SITE VISIT INFORMATION: A pre-bid site visit IS NOT scheduled. Special arrangements may be made to provide access for inspection prior to the opening date by contacting Kevin Kyle at the Lee Ranger District Office at 540/984-4101.


CONTRACTOR QUALIFICATIONS: Contractor must be registered in System for Award Management (SAM) to be awarded a contract resulting from this solicitation. The website for SAM is www.sam.gov. Registration is this system is free. Assistance is available to help contractors register in SAM. Contact the Contracting Officer for additional information.


The State of Virginia requires contractors applying herbicide to have both a Virginia State pesticide business license and a Virginia commercial pesticide applicator license. For more information, go to the following website link: http://www.vdacs.virginia.gov/pesticides.shtml.


VIRGINIAWORKERS' COMP POLICY: A Virginia Workers' Comp Policy is required by law for any contractor with employees working in Virginia, whether using out-of-state employees or not. If awarded the contract the contractor will be required to submit a copy of their Virginia Workers' Comp policy. Submit a copy of the applicable licenses with your quote or proof of application for them.

SET-ASIDE: This procurement is set-aside for small business concerns. The NAICS code for this project is 115310 and the size standard is $7.5 million.


PAYMENT PROTECTION INFORMATION: No bonds required.

Quotations must be submitted by September 20, 2019 at 11:00 am. Award will be made based on the best value to the Government, price and other factors considered.
