REQUEST FOR INFORMATION (RFI)
NON-EMERGENCY ALS/BLS GROUND AMBULANCE TRANSPORTATION SERVICE
NEBRASKA WESTERN IOWA HEALTH CARE SYSTEM, OMAHA, NEBRASKA

1.    This is a request for information (RFI) only. This RFI is issued solely for information and planning purposes and does not constitute a Request for Proposal or a promise to issue an RFP in the future. This RFI does not commit the Government to a contract for any supply or service whatsoever. Further, the Department of Veterans Affairs is not at this time seeking proposals and will not accept unsolicited proposals. Respondents are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI, all costs associated with responding to this RFI will be solely at the interested party's expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued.
2.    Proprietary Information, if any, should be kept to a minimum and must be clearly marked. Please be advised that all submissions become Government property and will not be returned.
3.    Description. The Department of Veterans Affairs, Nebraska Western Iowa Health Care System, Omaha, Nebraska, requires Non-Emergency ALS/BLS Ground Ambulance Transportation Service for the Omaha VAHCS.
a.    Trips will consist of:
"    Trips from the Omaha VAHCS to any location within the Omaha Metropolitan Area (within 40 miles of the Omaha VAHCS) for a patient requiring an ALS-capable ambulance.
"    Trips from the Omaha VAHCS to any location within the Omaha Metropolitan Area (within 40 miles of the Omaha VAHCS) for a patient requiring a BLS-capable ambulance.
"    ALS Trips beyond the 40 mile radius.
"    BLS Trips beyond the 40 mile radius.
"    Oxygen for patient.
b.    Anticipated period of performance: 4/1/2015 through 3/31/2016 and options for additional periods.
c.    Offerors shall be licensed and meet the minimum requirements and standards as mandated by the State of Nebraska.
d.    Contractor employees shall be properly licensed to perform services.
e.    Each ambulance shall be of a model and make to ensure safe and comfortable transportation of the patient and must have sufficient headroom to accommodate the patient in the Fowlers position; and must be inspected and maintained daily to assure mechanical fitness for public safety. Each ambulance shall be equipped with such safety items as required by the Rules and Regulations Governing Ambulance Licensure for the State of Nebraska.
f.    Contractor shall have available at all times two (2) ambulance vehicles and three (3) basic life support vehicles to meet the needs of the Omaha VAHCS.
4.    Qualifications.
a.    Advanced Life Support (ALS) Ambulance :
"    An Advanced Life Support (ALS) Ambulance shall be staffed with at least one Paramedic and one EMT. The vehicle shall be equipped with all the supplies needed to care for a severely injured or ill patient, such as IV supplies, cardiac monitor, intubation equipment and a ventilator.
"    EMT/Paramedic shall mean a person who is trained in an approved program to provide advanced cardiac life support, to administer drugs under written or oral authorization of an approved licensed physician, to perform any of the procedures described in Nebraska Revised Statute 38 - Health Occupations and Professions; and has been examined and certified as an emergency medical technician - paramedic by the board and the department to provide advanced emergency medical care as described in Nebraska Revised Statute 38 - Health Occupations and Professions, or as amended.
"    The EMT/Paramedic must be certified, licensed, or otherwise officially recognized by the local, state, or regional government or public entity under which the ambulance service is operated or which governs it.
"    Two (2) paramedics will be required to complete the services as needed under ALS Ambulance services.
b.    Basic Life Support (BLS) Ambulance
"    A Basic Life Support (BLS) Ambulance provides service including the administration of oxygen and other non-invasive techniques, including splinting broken bones, administering glucose for mild hypoglycemia, and basic wound management.
"    Emergency Medical Technician/A or Emergency Medical Technician - shall mean a pre-hospital emergency care provider trained and certified to the level of basic life support as prescribed in Nebraska Revised Statute 38 - Health Occupations and Professions and for such other skills as determined by the Department of Health Regulations and Standards of the State of Nebraska.
"    The EMT/A must be certified, licensed, or otherwise officially recognized by the local, state, or regional government or public entity under which the ambulance service is operated or which governs it.
c.    Non-Emergency Attendant/Driver:
"    Non-emergency attendant and / or driver must be capable of administering oxygen and meet standards established by the State of Nebraska.
"    Non-emergency attendant and / or driver shall have proof in the form of a current certificate that first aid training has been successfully completed and is current.
5.    Summary. THIS IS A REQUEST FOR INFORMATION (RFI) ONLY to identify potential sources capable of providing Non-Emergency ALS/BLS Ground Ambulance Transportation Services for the Omaha VAHCS. The information provided in the RFI is subject to change and is not binding on the Government. The Department of Veterans Affairs has not made a commitment to procure any of the items discussed, and release of this RFI should not be construed as such a commitment or as authorization to incur cost for which reimbursement would be required or sought. All submissions become Government property and will not be returned.
