1. Purpose of Sources Sought:
The Army National Guard (ARNG) has a requirement for Non-Commercial Sustaining Announcements (NCSA) Program and Public Service Advertising (PSA) Services. This non-personal services requirement is for national advertising using both PSA and a hybrid between PSA and paid advertising called the NCSA Program or Public Education Partnership (PEP) Program. ARNG uses NCSAs across all 50 states, the District of Columbia and Puerto Rico to broadcast its national radio and television announcements to include promoting transportation and highway safety issues/initiatives, health and human services, emergency awareness and preparedness, tourism, consumer protection, education and many others. Under this requirement, the Contractor shall provide advertising/marketing services, in accordance with the Performance Work Statement (PWS), to ensure the ARNG receives the maximum exposure and advertising value possible within each state's State Broadcasters Associations (SBAs). The purpose of this Sources Sought is to invite all interested parties to submit a written response for the purpose of conducting market research in accordance with Federal Acquisition Regulation (FAR) Part 10.

2. Synopsis of Requirement:
The attached draft PWS details the requirement.

3. Instruction to Interested Parties:
- Include your firm's capability statement
- Confirm that your firm can provide services to support the attached draft PWS
- Indicate whether your firm is a large or small business
Interested Parties who feel that they possess the capabilities to satisfy this requirement should submit capabilities statement demonstrating their abilities to meet the above requirement. The information received in response to this Sources Sought will be considered solely for the purpose of determining the requirement's strategy.

4. Due Date and Time: All capability statements and supporting documentation sent in response to the Sources Sought must be submitted electronically via email to Heather Duffy at heather.t.duffy.civ@mail.mil and Ashley Fahrenkrug at ashley.n.fahrenkrug.civ@mail.mil no later than 1000 US Central Time on 7 August 2015.
