The information provided in response to this notice will assist the Government in determining the extent of the any set-asides or direct awards.

The United States Property & Fiscal Officer (USPFO) for Alabama is seeking information regarding capability and availability of potential business sources in support of a potential requirement to provide non-clinical medical case management in support Individual Medical Readiness (IMR) throughout the State.

The Alabama Army National Guard (ALARNG) is comprised of approximately 11,000 soldiers. One of the most critical tasks is managing the medically non-available personnel within the Medical Management Processing System (MMPS). This is a network of healthcare providers (clinical and administrative) that was established to support these Soldiers in achieving medical recovery and to increase unit readiness. This organization currently has approximately 1860 (18%) personnel who fall into the medically non-available category and require detailed MMPS support.

Support is currently provided for via the contract to Skyline Unlimited, W9133L-09-F-0132. This contract expires on June 11, 2015.

In the event of a solicitation, we anticipate a negotiated firm fixed price award that would include a base period of performance of one (1) year and four (4) option years.

The primary type of work will include non-clinical medical and dental case management and administrative assistant/care coordination in support of IMR.

The primary performance location is in Birmingham with secondary locations in Mobile and Huntsville. However, the place of performance varies when providing support for off-site events held on weekends as the medical staff performs services at National Guard armories throughout the state during Unit Training Assemblies (UTA); otherwise known as quote mark drill quote mark .

Department of Defense Instruction 6025.19 establishes aggressive quarterly and annual metric goals for the separate IMR elements and for the overall IMR category of Fully Medically Ready (FMR) soldiers. The ultimate goals are to produce real-time reports based on complete, accurate data. The minimum goal for the overall medical readiness is more than 75% of Service Members FMR, with the ideal goal being 100%. The ALARNG requires a highly responsive process whereby the Government can quickly obtain needed support and services.

Any resulting solicitation may require both case manager and administrative care coordinator support services. It would likely include qualification requirements, such as Registered Nurse (RN) and Licensed Vocational/Practical Nurse (LVN/LPN) or Social Worker. It would include Army Regulation (AR) 40-501 and other applicable guidance.

Responses shall not exceed four (4) typewritten pages and shall include the following information:

Positive statement of intent to quote as a prime contractor.

Identification of firm with the assigned Dun and Bradstreet (D&B) Data Universal Numbering System (DUNS) number.

Commercial and Government Entity (CAGE) code and appropriate socio-economic status.

A listing of projects completed during the past five years, both government and private industry. This list should include the project, dollar value, contract number, location and point of contact. In addition, indicate if performance was as the prime or subcontractor for each project.

A brief outline of resources, subcontractors and key personnel available for use to accomplish work.

The ALARNG is seeking qualified small businesses as defined in the Federal Acquisition Regulation (FAR) Part 19 that qualify under the North American Industry Classification System (NAICS) Codes 621999 (All Other Miscellaneous Ambulatory Health Services, size standard is $15MIL) and 621498 (All Other Outpatient Care Centers, size standard is $20.5MIL).

This notice does not constitute a request for a formal proposal and is only provided as information to the market place to invite businesses to express interest in a potential solicitation.
