THIS AMENDMENT CHANGES THE NAICS CODE FROM 541511 TO 541910 WITH A SIZE STANDARD OF $15.0M.  THE CHANGE IS REFLECTED HEREIN.  DUE DATE FOR REPLIES REMAINS AUGUST 12, 2015, 2:00PM PACIFIC TIME.


The Defense Media Activity (DMA) is seeking authorized sources to provide software licensing and support agreement for Nielsen's NNTV and NPOWER software. The software being procured serves to provide Nielsen television ratings and audience flow information that will enable the AFN-BC programming and marketing teams to support the mission by allowing employees the ability to access, analyze and generate reports from the most current ratings data on a 24 hour a day basis.

AFN-BC needs to acquire the most current and popular television programming in support of the AFRTS mission that is to communicate policies, priorities, programs, goals and initiatives, provide U.S. television news, information and entertainment programming to DoD service members, civilians and their families overseas and on board U.S. Navy ships. Utilizing the "NNTV" and "NPOWER" software systems will dramatically improve the timeliness and accuracy of the programming and marketing decisions at the AFN-BC.

INTRODUCTION:


This is a Sources Sought Synopsis to determine the availability and technical capability of small businesses (including the following subsets, Small Disadvantaged Businesses, HUBZone Firms; Certified 8(a), Service-Disabled Veteran-Owned Small Businesses and Woman Owned Small Business) to provide the required products and/or services.


The American Forces Network - Broadcast Center (AFN-BC) is seeking a contract with a Base Year + four (4) option years for the following items.


CLIN 0001: Nielsen National TV VIEW (NNTV) - Contractor to provide AFN-BC unlimited 24 hours a day/7 days a week access and help desk services for 6 users to Nielsen Media Research windows- based "NNTV" client server application that provides comparative analysis of broadcast, cable, and syndication audience estimates in a single system. The data is continually updated around the clock so we have the most recent information to do our analyses. Nielsen National TV View (NNTV) is the overnight and pre-summarized trending and tracking TV analysis tool on Nielsen MediaView. The data source is the National People Meter (NPM) single sample which includes the Hispanic sub-sample. The software provides time period, program and commercial (where available) audience estimates for broadcast, cable and syndication. Nielsen National TV View may be accessed through the Nielsen Answers Portal. This data is used by the AFN-BC programming and marketing teams to determine which shows are most popular within certain audience segments, demographics and age groups. This program allows us to run daily, quarterly, season and year around ratings that specifically help determine which are the most popular sports, news and various entertainment programs on stateside US television.


CLIN 0002: NPOWER - Contractor to provide AFN-BC unlimited 24 hours a day/7 days a week access and help desk services for 6 users to Nielsen Media Research custom analysis tool "NPOWER" for detailed analysis of television audience information and segmentation. The data is continually updated around the clock so we have the most recent information to do our analyses. NPOWER® is a web-based research analysis tool accessible through the National TV Toolbox on Nielsen Answers that offers limitless opportunities for detailed analysis of television audience information. Researchers gain full flexibility in analyzing minute by minute, respondent-level data with unparalleled ability to focus on standard and custom audience demographics. Evaluate audience estimates, National commercial minute ratings, custom time-shifted viewing (including "C3" - Commercial Live+3 days), Reach & Frequency, and viewers' segmentation. Audience research using NPOWER has never been easier. This program is specifically used to help the AFN-BC programming and marketing teams determine which programs flow better together allowing for a more strategic placement for the daily program schedule. Additionally, this program allows the marketing staff to determine which shows have the highest co-viewing allowing for enhanced strategy in terms of on air promotion within each specific show and daypart.

REQUIRED CAPABILITIES:


Contractor shall be authorized to provide software licensing and support agreement to Nielsen National TV VIEW (NNTV) and NPOWER with daily Nielsen ratings, demographics, audience composition, segmentation and daypart reporting. Contractor should be able to provide these services for six users from a 24 hour/7 day a week internet web service with on call help desk capabilities available.

SOURCES SOUGHT:
The anticipated North American Industry Classification System Code (NAICS) for this requirement is 541910, with a size standard of $15.0M. This Sources Sought Synopsis is requesting responses to the following criteria ONLY from small businesses that can provide the required services under the NAICS Code.
To assist DMA in making a determination regarding the level of participation by small business in any subsequent procurement that may result from this Sources Sought, you are also encouraged to provide information regarding your plans to use joint venturing (JV) or partnering to meet each of the requirements areas contained herein. This includes responses from qualified and capable Small Businesses, Small Disadvantaged Businesses, Service Disabled-Veteran Owned Small Businesses, Women-owned Small Businesses, HUBZone Small Businesses, and 8(a) companies. You should provide information on how you would envision your company's areas of expertise and those of any proposed JV/partner would be combined to meet the specific requirements contained in this announcement.


In order to make a determination for a small business set-aside, two or more qualified and capable small businesses must submit responses that demonstrate their qualifications. Responses must demonstrate the company's ability to perform in accordance with the Limitations on Subcontracting clause (FAR 52.219-14).

2) Name of company representative and their business title;
3) Type of Small Business;
4) Cage Code;
5) Contract vehicles that would be available to the Government for the procurement of the product and service, to include ENCORE II, General Service Administration (GSA), GSA MOBIS, NIH, NASA SEWP, Federal Supply Schedules (FSS), or any other Government Agency contract vehicle. 6) Certification that the vendor is an authorized provider of these services including technical software and hardware support through Tribune Media Services.

Interested businesses should submit a brief capabilities statement package (no more than five pages) demonstrating ability to perform the services listed in this Technical Description. Documentation should be in bullet format.

Please be advised that all submissions become Government property and will not be returned.
