This is a Sources Sought Notice and Request for Information (RFI) only. This is not a solicitation announcement, nor is it a Request for Proposal (RFP). No solicitation is currently available. This request does not obligate the Government in any contract award. The Government will not pay for the provision of any information, nor will it compensate any respondents for the development of such information. Do not submit cost proposals or cost information. Response to this notice is strictly voluntary and will not affect any firm's ability to submit a proposal if and when a solicitation is issued.
The U.S. Army Corps of Engineers (USACE), Pittsburgh District, is conducting market research to identify potential sources to provide maintenance services for existing NexSens, buoy based, lake water temperature profile systems.
The information gathered will be used by the Government to make appropriate acquisition decisions.
Description of Requirement
Maintenance and service for the existing NexSens, buoy-based, lake water quality network. The principal components of the water quality buoy network include a floating buoy platform, a submersible data logger, telemetry system, a waterproof marine enclosure, a string of temperature thermistors and in some cases a water quality meter (sonde).
Lake water quality buoys are located at 12 District reservoirs: Allegheny Reservoir, East Branch Clarion River Lake, Tionesta Lake, Woodcock Creek Lake, Mahoning Creek Lake, Shenango Lake, Loyalhanna Lake, Michael J. Kirwan Reservoir, Berlin Lake, Youghiogheny River Lake, Tygart Lake, and Stonewall Jackson Lake.
Water quality data collected by the buoys are utilized by accessing the internet in near real time to operate the District's selective withdrawal reservoirs, document seasonal lake stratification patterns, and provide natural resource managers and visitors, such as fishermen and boaters, with information on lake conditions. A maintenance contract is necessary to assure continuous operation of these 12 buoy and the peripheral equipment which includes services and parts/supplies listed below.


Services
• Site visits, a maximum of 190 during the 5-year contract period, with a maximum of 38 visits per year to include spring deployment of 11 of the 12 buoys and winter removal of 11 of the 12 buoys.
• Telemetry and data management for each of the 12 sites: Annual interrogation, server interrogation of remote sites to collect and store data, providing current and historical real-time data online (data presentation and dissemination), and providing status alerts and alarms.
• Temperature string characterization.
• Cellular data transmission service for all projects except those with reliable infrastructure for modems and radio telemetry.
• Water quality sonde repairs and tune-ups.
