The U. S. Department of State (DoS), Office of Acquisition Management (AQM), is issuing this Sources Sought Notice, as a means of conducting market research to identify parties having an interest in, and experience to support this requirement for the Department's Bureau of Public Affairs, Office of Press Relations (PA/PRS). This market research will identify potential small business sources (including 8(a) business development participants, veteran-owned small businesses, service disabled veteran-owned small businesses (SDVOSB), HUB Zone small business concerns, small disadvantaged businesses, women-owned small business concerns and economically disadvantaged women-owned small business concerns). The North American Industry Classification System (NAICS) Code assigned to this procurement is 519130. Interested firms must demonstrate in their qualifications statement that they are qualified to perform the work outlined below under this NAICS Code.
This is not a solicitation announcement. This Sources Sought is a request for capability information for full time News Briefing Service. This does not constitute a request for proposals and does not bind the U.S. Department of State to any agreement, written or implied. Submission of any information to this market survey is purely voluntary. DoS assumes no financial responsibility for any costs incurred by respondents. No proprietary, classified, confidential, or sensitive information should be included in the response.
Other Important Considerations: Feedback and/or evaluation information will not be provided to any firm regarding their individual capability statements in response to the Sources Sought Notice.
Capability Statement/Information Sought: As part of response, respondents should provide the following:

• Ability to provide full-text news articles in a news clips package from the majority of US news organizations, to include newspapers, wire services, TV broadcast, news magazines and online. Links to full-text news articles in place of the actual full-text news articles is not acceptable.
• Ability to deliver the required products described in the SOW at the designated required times, to include flexibility to deliver the Secretary of State's products at 5 a.m. local time wherever he/she is in the world.
• Two sample of work products done for current (preferably U.S. Government agency) clients: a comprehensive full-text news articles package (links to full-text news articles in place of the actual full-text news articles is not acceptable) and a news summary briefing as described in the Secretary of State's Daily News Briefing in the SOW.

In accordance with the attached Draft Statement of Work (SOW), provide information relevant to past performance history detailing current/former experience with types of work similar in scope and/or government contracts of similar nature, including with cabinet agency level officials.
If your company has the capacity to perform the services outlined above, please provide the following information: Organization name, address, email address, web site address, telephone number, point of contact, size of business, qualified small business category and certification, type of ownership (including country of ownership) for the organization, DUNS Number, Cage Code, SAM information. Request your company submit any GSA Federal Supply Schedules (FSS) with schedule number and/or other Government-Wide Acquisition Contract (GWAC) that would permit the company to perform under the given NAICS/requirement description.

Information Submission instructions:  The deadline for submitting questions directly related to this annoucement is 1:00 PM EST. on January 17, 2019 and shall be emailed to JonesRD@state.gov and borekMP@state.gov via email and shall have the words "News Briefing Service" in the subject line. The deadline for submitting capability statements relating to this announcement is 5:00 PM EST January 22, 2019. Responses are limited to ten (10) pages. All responses to this Sources Sought Notice must be submitted electronically to JonesRD@state.gov and borekMP@state.gov via email and shall have the words "News Briefing Service" in the subject line. Telephone inquiries will not be accepted or acknowledged. No mail courier responses will be accepted.
If a solicitation is released, it will be via FedBizOpps (www.fbo.gov). It is the responsibility of the potential offerors to monitor the website for any information that may pertain to this Sources Sought Notice or a future solicitation.
