VETERANS AFFAIRS SEEKING CLINIC SPACE

The Department of Veterans Affairs desires to lease space with a minimum of 4503 usable square feet, 6079 rentable square feet in the Jacksonville, N.C. area for use as a Vet Center. The space can either be a freestanding building or space within an existing building. Class A office/clinic space is required on ground level.

On-site parking of approximately 25 spaces, including 5 reserved handicapped parking spaces for VA use. Onsite parking consistent with current State of North Carolina and Department of Veterans Affairs guidelines is required. The lease terms shall not exceed a 5-year base period plus 5 one year renewal options

All space must be handicapped accessible in compliance with the Americans with Disabilities Act (ADA) and other governing standards for persons with disabilities and must be sufficient to provide both visual and sound privacy for individual interviews, group counseling sessions, family interviews, conferences, etc. Ideally, adjacent properties will be for Professional Office use.

Properties within the following boundaries will be considered:
North Boundaries: Gum Branch Road; South Boundaries: Highway 24
East Boundaries: Piney Green Rd; West Boundaries: Bell Fork Rd

Potential offerors shall thoroughly and completely read all documents in the solicitation package accompanying RLP VA246-17-R-0221 Offers are due Monday August 21, 2017, 3:00 pm EST.

Questions regarding RLP VA246-17-R-0221 shall be submitted via email only to the Lease Contracting Officer (LCO) no later than Friday, August 11, 2017, 3:00 pm EST. No questions or requests for clarification will be accepted via phone. All questions will be addressed and posted on FBO. The LCO will issue an amendment to the RLP, with all questions and responses, no later than Tuesday, August 15, 2017, 3:30 pm EST. If no questions are received, no amendment will be issued.

This requirement is a Total Small Business set-aside. Offers are solicited only from small business concerns. Offers received from concerns that are not small business
concerns shall be considered nonresponsive and will be rejected. Any award resulting from this Request for Lease Proposal will be made to a small business concern.

Offers received from concerns that are classified as either Service-Disabled Veteran-Owned Small Businesses (SDVOSB) or Veteran-Owned Small Businesses (VOSB) must be registered and verified in www.vip.vetbiz.gov.

With respect to all matters relating to the lease acquisition for the subject project, only the LCO shall have the authority to issue and amend the RLP and award a Lease. Interested parties may contact:
