This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a separate written solicitation will not be issued. This solicitation number is NICHD-18-013 and is issued as a Request for Quotation (RFQ). The solicitation/contract will include all applicable provisions and clauses in effect through Federal Acquisition Circular 2005-96. The North American Industry Classification (NAICS) Code is 511210 and the business size standard is $38.5m. However, this solicitation is not set aside for small business. This acquisition is being conducted using Simplified Acquisition Procedures in accordance with FAR Part 13. Eunice Kennedy Shriver National Institute of Child Health and Human Development (NICHD) have a requirement for a vendor who can provide the following Neurolucida 360 Studio for offline analysis of 3D images as follows:
Item 1) PN: NL2-360-ST - (Quantity 1 EA): Neurolucida 360 Studio - Automatic neuron tracing and analysis, with tools to reconstruct and edit somas, dendrites, axons, spines, varicosities and synapse in 3D - Includes the following features:
•    Full 3D environment for image visualization, rotation and zooming
•    Smart manual mode for targeted manual neuron tracing in 3D
•    User-guided mode for quick and easy semi-automatic neuron tracing in 3D
•    Automatic mode for the fasted fully automatic neuron tracing in 3D
•    Clean Up feature for automatic auditing of tracing: exclusive to Studio package
•    Batch mode for unattended automatic tracing of multiple image files
•    Automatic dendritic spine detection, modeling, classification
•    Automatic detection and modeling of putative synapses
•    Automatic varicosity detection: exclusive to Studio package
•    Image montaging for automated 3D alignment of multiple 3D image stacks
•    Handles big, high-resolution brightfield & fluorescence (widefield, confocal, two-photon & lightsheet) images
•    Requires 64-bit Windows 7 or 10 PC; not included
•    Quantity (1) EA
Item 2) PN: NL-360-SUSS -- Neurolucida - 360: 1-year Software Upgrade and Support Subscription. Provides software upgrades and remote online and telephone technical support - Quantity (3) EA
Item 3) PN: PC-90b-SSD -- 64-bit PC workstation. Intel® Quad Core Xeon Processor E5-1630 v4 3.7GHz, 10MB cache, 64GB 2400MHz, DDR4 RDIMM memory, 2 x 512GB SSD Drives in RAID 1 configuration (total 512GB storage). 685w power supply, 6GB GDDR5 video card (DVI, DisplayPort, HDMI), 16X DVD+/-RW, USB laser gaming mouse, integrated Gigabit NIC, 3-year NBD warranty with Pro Support. Windows 7 or 10 Professional, 64 -bit operating system. Monitor not included. Quantity (1) EA
Item 4) PN: ML-32 - 32-inch 4K/UHD LED monitor, 3840 x 2160 IPS, DisplayPort, Mini-DP and HDMI interface, Tilt, Swivel, Pivot and Height adjustable stand - Quantity (1) EA
Item 5) PN: PC-42a - 1500Va Uninterruptable Power Supply (UPS) battery backup/surge protector - Quantity (1) EA
Item 6) PN: SI-10c - System integration fee. System testing/QA activities performed at MBF Bioscience, prior to system delivery. PC only. - Quantity (1) EA
Item 7) PN: NE-10mac - Neurolucida Explorer software to calculate and display length, area, volume and distribution analyses for dendritic branch structures, marker, contours and cell bodies. For Macintosh OS. - Quantity (1) EA
The software package is needed for detailed analysis of neuronal processes.
The offeror must include a completed copy of the provision of FAR Clause 52.212-3, Offeror Representations and Certifications - Commercial Items with its offer. The provisions of FAR Clause 52.212-1 Instructions to Offerors - Commercial Items; FAR Clause 52.212-2, Evaluation - Commercial Items -Evaluation Procedures: The Government will award a contract resulting from this solicitation to the responsible offeror whose offer, conforming to the solicitation, based on lowest price/technically acceptable. Only those offerors determined to be in compliance with the requirements as stated in this solicitation will be considered for award. Non-conformance with this requirement may result in the offeror's quote being determined unacceptable. FAR Clause 52.212-4, Contract Terms and Conditions - Commercial Items; and FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items - Deviation for Simplified Acquisitions applies to this acquisition. The offeror must include their Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. Offers must also be accompanied by descriptive literature, warranties and/or other information that demonstrates that the offer meets all the foregoing requirements. Offeror must include the delivery date/timeframe with offer. Quotations will be due ten calendar days from the publication date of this synopsis or by December 20, 2017 before 10:00 am EST. The quotation must reference "Solicitation number" NICHD-18-013. All responsible sources may submit a quotation, which if timely received, shall be considered by the agency. Note: In order to receive an award, contractor must be registered as "All Awards" and have valid certification in the System for Award Management (SAM) @ www.Sam.gov. Lack of valid registration in SAM will make an offeror ineligible for award.
