The United States Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1, Only One Responsible Source based on the requirement that the network data capture devices are capable of live network traffic manipulation through a scripting language based policy mechanism with a minimum bandwidth speed capability of one (1) Gbps and the capability to capture and store a minimum of 128 gigabytes (GB) of full network traffic packet data. Although there are competing products that facilitate the collection and monitoring of data and storage, they do not meet the Government's requirements because of their inability to manipulate packets in real time using an automated policy based scripting mechanism at a bandwidth speed of one (1) Gbps. The only known manufacturer that produces network data capture devices that meet all of the Government's requirements by providing devices capable of live, real time network traffic manipulation is Packet Forensics, LLC. Packet Forensics, LLC is the Original Equipment Manufacturer (OEM) and the sole manufacturer of the required network data capture devices and add-ons. Therefore, the Government intends to solicit and negotiate with Packet Forensics, LLC, 420 Smith Road, Tempe, AZ 85281-2960, for the required network data capture devices and related add-on features.

This notice of intent is not a request for competitive proposals. However, any responsible source who believes it is capable of meeting the requirement may submit a capability statement, proposal, or quotation, which shall be considered by the agency, only if received by the closing date and time of this notice. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government.

Responses to this notice are due on or before 05/29/2014 by email at [email protected].
