This notice announces the intent by the U.S. Army Medical Research Acquisition Activity (USAMRAA) in support of the Armed Forces Medical Examiner System (AFMES), Armed Forces DNA Identification Laboratory (AFDIL) to negotiate on a sole source basis (IAW FAR 13.501) with Qiagen. Only Qiagen of 19300 Germantown Rd, Germantown, MD, 20874 can maintain software and network licenses along with providing additional maintenance and support. The authority cited for this procurement is under FAR 13.501(a)(1)(i): Only one source reasonably available (including brand name).


AFMES has a need to combine all contracts supporting licenses and maintenance and support into one contract. This requirement will start with a base year and four subsequent option years. The purchase of the software and maintenance is required per Risk Management Framework (RMF) which ensures continued support of the mission of the AFDIL within AFMES. AFDIL has procured a user-friendly software package known as the CLC BIO, LLC's Genomics Factory Platform for analyzing, comparing, and visualizing NGS data. The Genomics Factory consists of the CLC BIO, LLC Genomics Workbench Server with three job nodes and three Network licenses of CLC BIO, LLC's Genomics Workbench.


Items being purchased in this acquisition:
• Quantity 18 Network License and maintenance and Support
• Quantity 1 Master/Node/database licenses
• Quantity 3 Server Node Maintenance Support
• Quantity 9 Custom Maintenance Support


This acquisition is being conducted under simplified acquisition procedures. There are no set-aside restrictions for this requirement. The intended procurement will be classified under North American Industry Classification System (NAICS) 541512 with a small business Size Standard of $27.5.


This Special Notice of Intent is not a request for competitive quotes and no solicitation document exists for this requirement. However, parties interested in responding to this notice shall submit technical data, including cost, sufficient to determine capability in providing the same product. All capability statements received by closing of this notification of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.


Based on the information above the only technically acceptable solution is provided by Qiagen.
