(i) This is a combined synopsis/solicitation for commercial items, prepared in accordance with the format in subpart 12.6 of the FAR and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a separate written solicitation will not be issued.

(ii) Solicitation number 75H70419Q00047 applies, and is issued as a Request for Quote (RFQ).


(iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2019-02, effective June 5th, 2019.


(iv) This requirement is a total Indian Small Business Economic Enterprise (ISBEE) set-aside and the associated NAICS is 334118 with small business size standard of 1,250 employees.


Non-ISBEE offerors will not be considered for the award.

(vi) The purpose of this acquisition is to purchase a list of network and related equipment for multiple Indian Health Service facility locations. This is a Brand Name Only requirement. Only manufacture certified original and new equipment shall be quoted.


(vii) Delivery and acceptance terms for this order are FOB Destination, with delivery required 30 days ARO. Delivery Addresses: Indian Health Service, 33100 County Road 31, Davis, CA 95616; Indian Health Service, 650 Capitol Mall, Suite 7-100, Sacramento, CA 95814; and Indian Health Service, 1270 Kot-Num Road, Warm Springs, OR 97761.

(ix) 52.212-2, Evaluation - The award will be made to the lowest priced technically acceptable offeror. Acceptable Business Quote shall include a completed Table A which can be found under the attached Scope, Section 11 - Equipment Required/Contract Line Item Numbers (CLINs). To be considered for the award, the offeror shall provide a reseller/partnership certification that evidences the company's eligibility and capability to provide the requested Cisco equipment (e.g. Cisco Partner documentation). Furthermore, the offeror shall conform to the following requirements in the quotation: only manufacture certified original and new equipment shall be quoted; no grey market or refurbished equipment shall be quoted; all optics and cables must be vendor certified original and new; no third party or compatible optics and cables shall be quoted; and Only Cisco approved maintenance coverage is to be quoted (if applicable). No partial awards will be made.

(d) Comptroller General Examination of Record The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, and does not contain the clause at 52.215-2, Audit and Records -- Negotiation.
(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor's directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.
