The Naval Air System Command (NAVAIR) intends to award a Firm Fixed Price (FFP) Contract to procure Non-recurring Engineering (NRE) for the development and integration of a Network Enabled Weapons (NEW) capability into the MH-60R/S software baseline as well as the continued maturity of preliminary software, MH-60R/S Joint Mission Planning System (JMPS) Unique Planning Component (UPC) development, lab integration, merge into a Fleet Release baseline, and defect corrections associated with this integration effort in support of the US Navy.


This action is intended to be awarded on a sole source basis to Lockheed Martin Rotary and Mission Systems (LM RMS) under the authority permitting other than full and open competition, title 1- U.S.C 2304(c)(1), as implemented by FAR 6.302-1, "Only One Responsible Source and No Other type of Supplies or Services Will Satisfy Agency Requirements." LM RMS is the sole designer, manufacturer, developer, and system integrator for the MH-60R aircraft and is the only known source with the requisite knowledge, experience, facilities, and technical data required for the NEW capability.


Note: The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302.  This notice of intent is not a request for competitive proposals. The Government does not intend to fund the development or qualification of other sources for fulfilling this requirement, as the NRE listed requires a substantial initial investment.  However, any capability statements received within two weeks after date of publication of this synopsis will be considered by the Government.  A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.  Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
