Neighborhood Oriented Development Study
Consultants shall evaluate the potential for developing compact neighborhood centers in each of the four areas that have been selected; each providing a different set of challenges and opportunities four different contexts. These are to be purely commercial centers (mixed office-retail); and housing should be considered as a replacement for displaced strip commercial. The evaluation should include barriers to development of compact neighborhood centers along with policies and practices to overcome them.
