Naval Supply Systems Command (NAVSUP), Fleet Logistics Center Pearl Harbor (FLCPH) is seeking capable sources who can perform the following services:

-    Provide IT research and advisory services at an executive level to the chief of information (CIO).

-    Provide access to IT research databases, toolkits and metrics that are timely and relevant to the CIObs agenda. Access must include a robust database of IT research and toolkits that will provide insight and data to enable the government to do strategic planning, cost reduction, enhance workforce skills and competencies, maintain mission system availability and integrity, establish an enterprise portfolio, improve operational efficiencies, improve decision-making frameworks, improve end-usersb computing experience, evolve CIO services, and monitor industry trends.
Metrics must have been collected from at least 1,500 data sources and research data must be from a minimum of 4,500 new IT research documents and toolkits annually. Research documents must exclude tweets, blogs and other social media feeds.

-    Provide dedicated helpdesk support available from 0800 to 1700 HST Monday through Friday.

-    Provide unlimited inquiry to IT analysts who are specialists in specific fields.

-    Provide an executive level peer advisor to the CIO. The executive peer advisor shall meet onsite at Pearl Harbor with the CIO. Advisory assistance personnel shall possess a minimum of 15 years of experience in IT with at least two (2) years of IT executive experience in the federal government or the private sector; or a masterbs degree in business administration, a masterbs or bachelorbs degree in a hard science (e.g., computer science, mathematics, physics, engineering), or have at least five (5) years of experience supporting IT executives in this capacity.


-    Provide unlimited access to document review services. The government must be able to use these services for critical evaluations of strategic documents and/or contract reviews that include red-lining and a written response.

-    Provide access to IT conferences, webinars, symposiums, teleconferences, webinars, and trainings to include quarterly executive roundtables in Honolulu, workshops, and CIO-focused symposiums.
Required Clearance: Executive peer advisors and domain-expert senior peer partners must have clearances to at least the SECRET level. Additionally, the contractor must have facilities cleared to at least TOP SECRET in order to hold or add any necessary clearances, including that of the executive peer advisors and senior peer partners.

Period of Performance: 12-month base and four 12-month options

Place of Performance: Web based services; Pearl Harbor/Honolulu, Hawaii for all onsite meetings and quarterly executive roundtables.

Interested sources should respond with the following information:

1.    Company information to include POC, website address, business size, DUNS/CAGE, and current contracts under any government contract vehicles (GWACS) or strategic sourcing programs such as those under DoD ESI.

2.    Capability statement for the work described above to include current or past contracts where same or similar work was performed.

3.    Capability statement that the required facilities clearance can be met (or is currently being met).
