In accordance with FAR 5.202(a)(13) the requirement for synopsis has been waived. The solicitation, N66604-18-Q-2441, is released and is attached.


This announcement constitutes the only solicitation and this solicitation will be open for less than 30 days, in accordance with FAR 5.203(b). Request for Quotation (RFQ) number is N66604-19-Q-0382.


The Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) intends to award a firm fixed price sole source purchase order to Metron, Inc for service as outlined below:


CLIN 0001: The contractor shall provide and support the installation of two instances of Naval Simulation System (NSS) along with ObjectStore in accordance with the Statement of Work (See Section C).


The proposed contract action is for services for which the Government intends to solicit only one source in accordancee with FAR 13.106-1(b).


The Naval Undersea Warfare Center Division Newport, RI (NUWCDIVNPT) intends to award a Firm Fixed Price purchase order to Metron, Inc. on a sole source basis. NUWCDIVNPT requires Naval Simulation System (NSS), a mission-level model intended to focus on command, control, and communications (C3) for which an award to any other source would result both in an unacceptable impact to schedule that would result in unacceptable delays and a duplication of costs which could not be recovered through competition. NSS is already being used by other naval commands, and NUWCDIVNPT's use of NSS will allow greater interoperability across those commands. NSS will allow NUWCDIVNPT greater cost savings through collaborative efforts on model development, database developments, and software exchanges via NSS. The amount of additional training and model development that an alternative would require would negate any price advantage gained through competition, and will not allow NUWCDIVNPT to meet FY19 deadlines.


This is not a request for competitive proposals. All responsible sources may submit a capability statement which will be considered by the Government. A determination by the Government not to compete this proposed acquisition based on responses to this notice is solely within the discretion of the Government.
