ITACS serves the information technology needs of the entire NPS campus. A significant portion of these needs are related to the vast array of research being conducted as a part of the NPS mission. At any given time, ITACS is involved in over sixty projects, ranging from a project that impacts a small campus population, to projects that span across the NPS campus. Examples of the projects ITACS are involved in vary from providing server specifications to academic departments and/or business units for research projects or databases, to designing classrooms and laboratories with cutting-edge visual and audio technology to teach Navy/DoD relevant advanced education and research. Currently ITACS does not have an aggregated way of tracking these projects to ensure each is appropriately resourced (time, personnel, funding).
Each area within ITACS has its own way of internally managing projects. The objective of this contract is to analyze ITACSb organization to assist in creating an internal project management process, universally capture projects for ITACS using JIRA and Wiki, modify the existing JIRA project management tool, make the data visible through a modified dashboard using Agile, introduce ITACS staff (consisting of military, government civilians, and contractors) to the new process and dashboard, and create knowledge transfer documentation using Wiki. It is expected that at the end of this contract there will be an internal project management process developed, a modified JIRA project management tool, a dashboard that provides high-level visibility of the projects, staff trained on how to use the tool, and knowledge transfer documentation created to be used in the future for reference and training.
