COMMAND AIRCRAFT CREW TRAINING (CACT) PROGRAM
FOR
ACADEMIC AND SIMULATOR TRAINING ON THE T-44C (Beechcraft King Air C-90 with ProLine 21) AIRCRAFT

INTRODUCTION
Naval Air Warfare Center Training Systems Division (NAWCTSD) has a requirement to support the Navybs Command Aircraft Crew Training (CACT) program for academic and simulator training on the T-44C ProLine 21 (a Navy configured King Air C-90 with ProLine 21) aircraft.

NAWCTSD intends to award a sole source to CAE for the CACT T-44C training courses. The acquisition strategy of a Sole Source procurement is in accordance with FAR 6.302-1. Only one responsible source and no other supplies or services will satisfy agency requirements.
FAR 6.302-1, IAW (ii) These services are available only from the original source because it is a follow-on contract for a highly specialized equipment and it is likely that award to any other source would result in unacceptable delays in fulfilling the agencybs requirements. (See 10 U.S.C. 2304(d)(1)(B) or 41 U.S.C. 3304(b)(2).)
Other interested parties may identify their interest and capability to respond to the requirement no later than 4 pm, EST, 06 December 2019.

The results of the Sources Sought will be utilized to determine if any other sources are capable of satisfying the agencybs requirements. This market research tool is being used to identify any other potential and eligible contractors, of all sizes, prior to determining the method of acquisition.
The contractor(s) must be capable of providing ALL training requirements identified and not just a portion of training in accordance with the schedule below. Any contractor teaming with sub-contractor(s) must propose as a single Prime Contractor.

Estimated Award: 31 August 2020.
Contract Start Date (Date Training must begin): 01 October 2020
Period of Performance: 60 months.

PROGRAM BACKGROUND
NAWCTSD, Orlando, FL is the contracting and administrative agent for CACT programs. In accordance with this designation, NAWCTSD provides a contract vehicle and administrative support for training on the T-44C (King Air C-90) aircraft.
This requirement is a follow-on procurement; competitively awarded to CAE contract number: N61340-14-C-0005 (T-44C). The existing contract is a Firm Fixed Priced (FFP) type contract due to expire 30 Sept 2020.
REQUIRED CAPABILITIES
1.    The contractor shall provide training for ALL of the following T-44C ProLine 21 (King Air C-90 with ProLine 21) specific individual courses and events, including:

a)    Advanced Multi-Engine, Multi-Service Pilot Training System (MPTS) Flight Training (CNATRAINST 1542.168 series)

b)    Multi-Engine Flight Instructor and Transition Training (CNATRAINST 1542.153 series.)

c)    Overhead/Simulator Events: These simulator events are used to practice flight and navigation procedures as required in addition to VIP, Winging and community outreach events.
The estimated annual requirement is for 800, 1.5 hour simulator events.


2.    These T-44C training courses require both classroom academic and practical training using T-44C Flight Training Device(s) (FTD(s)) and Unit Training Device(s) (UTD(s))/ Visually Capable Initial Flight Trainer (IFTs). The contractor shall be required to provide:

a)    all qualified instructors
b)    Minimally 2 (two) T-44C UTDs, which at a minimum provide all the capability of the cockpit, flight parameters and Input-Output-System (IOS) portion of a T-44C Level 6 equivalent Advanced Aviation Training Device (AATD).
c)    Minimally 4 (four) FAA Level 6 equivalent T-44C (King Air C-90 with ProLine 21) FTDs (Federal Aviation Administration (FAA) certification is not required) equipped with FAA Level D equivalent visual system capable of minimally projecting a 220 x 60 degree Field Of Vision (FOV), the capability to simulate Visual Meteorological Conditions (VMC), Instruments Meteorological Conditions(IMC), day, and night conditions and freeze reset capability necessary to support all training and projected student throughput described herein.
d)    All support personnel required to operate and maintain the devices and any additional labor required for supervising and administering classroom and simulator training.



ADDITIONAL INFORMATION
The Government will provide:

1.    Facilities at NAS Corpus Christi, Texas capable of supporting a combination of eight contractor owned T-44C FTDs and UTD/IFTs.
2.    All required course curriculum/syllabi; (CNATRAINST 1542.168 series and CNATRAINST 1542.153 series)
3.    Any additional Government specific courseware/materials needed for the training of T-44C pilots.
