NOTICE OF INTENT TO AWARD- SOLE SOURCE PROCUREMENT 

BRIEF SUMMARY:

This market research is being conducted to verify that no other sources can meet this requirement in support of the RCC Observer Controller Communication System (OCCS) CTR.

PROGRAM DESCRIPTION:

The Program Executive Office for Simulation, Training and Instrumentation (PEO STRI), Program Manager Training Devices (PM TRADE), Product Manager Combat Training Instrumentation System (PM CTIS) has a requirement to provide a CTR to the existing Range Communication System (RCS) Non-tactical Vehicle Voice for the National Training Center (NTC).  This CTR is required to be in place by 4th Quarter Fiscal Year 2018.

The current RCS Non-Tactical Vehicle Voice is an Airbus (formally European Aeronautic Defense and Space Company (EADS)) training system that provides the communication network capability to instrument live training for battalion size exercises for the NTC-IS and the Combat Training Center (CTC) program. 

The NTC provides realistic advanced collective training of Army mechanized forces in joint operations scenarios emphasizing contingency force missions involving low to high-intensity conflict.  Other participants include the Reserve Component, Special Operations Forces, the United States Air for Air Mobility Command and Air Combat Command.  These components are typically integrated into a task-organized combat mechanized maneuver brigade.  An Opposing Force (OPFOR) trained in threat tactics and replicating a Motorized Rifle Regiment, provides realistic opposition to the U.S. forces (BLUEFOR) during the training sessions.  The NTC supports ten (10) training rotations per year, comprised of nineteen (19) days of continuous training in a variety of combat operations.

ACQUISITION APPROACH:

The Government intends to award a contract to Airbus Defense and Space, Inc., 2550 Wasser Terrace Herndon, VA 20171.  CAGE: 8W891. The Government anticipates a Firm-Fixed Price C-Type contract.

The contract will be for the CTR of the NTC-IS RCS OCCS Voice which has reached its end of life.  The Government requires this CTR effort, (Radios, and Vehicle Kits) to be interoperable with the current Airbus (P2G, TH700 and TH900) RCS OCCS Voice Radio communication system without modification.  This CTR will include the EADS communication backbone, computers, switches and other required infrastructure. Additionally, it will require the equipment listed below.

This award will be issued on a sole source basis in accordance with (IAW) FAR 6.302-1, "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements."  The current RCS OCCS Voice Radio communication system is proprietary to Airbus and the Government does not own developmental rights.

The Government has an urgent need to provide a CTR to the existing Airbus RCS Non-Tactical Vehicle Voice system.  The system is past end of life and has been losing capability year by year.  This system is critical to the NTC rotation operations and safety.  Due to the lack of time and funding to procure a new system and the rate of degradation of the current system, a CTR is the only time expedient solution that will work with the existing radio's at the NTC.

Technical data packages necessary to interoperate with the existing RCS Non-Tactical Vehicle Voice is Airbus proprietary.  The contractor will provide training for the new equipment and provide updates to existing documentation or where no documentation exist, provide new documentation.

PERIOD OF PERFORMANCE:  Estimated 12 Months

ESTIMATED DOLLAR VALUE:  Approximately $6.6M

RESPONSES REQUESTED:  Interested contractors must submit their capabilities statement by electronic mail by the closing date and time.

NOTICE: This notice is being provided to verify that no other sources can meet this requirement given the proprietary nature of the associated technical data and the time required to meet the current need for this effort.  Responses shall be limited to 10 pages; contain company name; URL; point of contact information (email address and telephone number); cage code; business size under the NAICS334220; whether the company is a manufacturer or distributor; and shall provide a description of the source's capability and ability to meet the required components and be interoperable with the current Airbus RCS OCCS Voice Radio communication system without modification. Contractors are advised that a determination by the Government not to compete this effort based on any responses to this notice is solely within the discretion of the Government IAW FAR Part 6.
