This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.
THIS SOLICITATION IS ISSUED AS REQUEST FOR QUOTATIONS (RFQ) NO. 12428319Q0003. Quote/Offers are due on or before close of business September 25, 2019. Late quotes/offers will not be considered. Quotes/offers received after date set for receipt of quotes will be rejected.

The Solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2019-05, dated 08/13/2019.


This solicitation is set aside for total small business.


The small business size standard (NAICS) is 532412 - Construction, Mining, and Forestry Machinery and Equipment Rental and Leasing $35.00 Million.


Vendor shall complete the Schedule of Items, paragraph b of 52.212-3, and other necessary documents (if applicable).


Please return quotation by COB on September 25, 2019. Quotation can be return by mail at 325 John Knox Road, Suite F-100, Tallahassee, FL 32303 or electronically at lawanda.henry@usda.gov.


Vendors must be registered in Systems for Award Management (SAM) prior to receiving a government contract (formerly Central Contractors Registration or CCR). See www.sam.gov for details - this may take up to 2 weeks and requires a DUNS number, so it is highly recommended that interested parties register immediately in order to avoid any delays in award.
All invoices are to be submitted via the electronic Invoice Processing Platform. This is a mandatory requirement initiated by the U.S. Department of Treasury and you can find more information at this website https://www.ipp.gov/index.htm. Please make sure that your company has registered at https://www.ipp.gov/vendors/enrollment-vendors.htm to establish your account. The "Submit Invoice-to" address for USDA orders is the Department of Treasury's Invoice Processing Platform (IPP). The contractor must follow the instructions on how to register and submit invoices via IPP.

SUBMISSION OF OFFERS. Submit offers to the office specified in this Solicitation on or before the exact time specified in this Solicitation. As a minimum, offers must show--,


(1) Solicitation No.; (2) Time specified for receipt; (3) Name and address of offeror; (4) If furnishing an OR EQUAL product, offeror shall provide technical descriptions of item(s) being offered in sufficient detail to determine compliance with requirements in the Solicitation. This includes product literature, detailed specifications, warranty provisions, or other documents, if necessary; (5)Terms of any express warranty; (6) Price and any discount terms; (7) Remit to address, if different than mailing address; (8) Completed copy of the Representations and Certifications at FAR 52.212-3; (9) Acknowledgement of any Solicitation amendments;



EVALUATION: Offerors MUST meet technical requirements of Solicitation in order to be considered for award. If two or more offerors submit offers meeting the technical requirements award will be based on lowest total price offered.
