This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a separate solicitation will not be issued.

The solicitation number is 24361819Q0040 and is issued as a Request for Quotation. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2019-02, June 5, 2019.  There is no set-aside.  This solicitation is being posted Unrestricted.  The NAICS code applicable is 518210, and the small business size standard is $32.5million.

The Office of Personnel Management is requesting quotes for National Change of Address (NCOA) processing services for a one-year base period of performance plus four 12-month option periods.  Services delivered are to be as described in the attached Performance Work Statement (PWS).

The provision at 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition.  The provision at 52.212-2, Evaluation-Commercial Items, applies to this acquisition, and the specific evaluation criteria to be included are defined in the solicitation materials attached.  Offeror shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer.  The clause at 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition.  The clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition, including the additional FAR clauses cited in the solicitation materials attached. Additional contract requirement(s) or terms and conditions (such as contract financing arrangements or warranty requirements) have been included in the solicitation materials attached.
