This is a Small Business Set Aside Request for Quotation prepared in accordance with FAR Part 13, as supplemented with additional information included with this notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; A SEPARATE WRITTEN SOLICITATION WILL NOT BE ISSUED. QUOTES ARE BEING REQUESTED. The Centers for Medicare and Medicaid Services intends to award using Simplified Acquisition Procedures, a fixed priced purchase order at a fixed price to purchase "National Academy of Medicine (NAM)/National Academy of Sciences (NAS) NAM Leadership Consortium for a Value & Science-Driven Health System" on a sole source basis in accordance with the attached Statement of Work dated March 27, 2018 to National Academy of Sciences, 500 Fifth Street, NW, Washington, DC 20001-2721. The sole source award will be made under the authority of 41 U.S.C. 253 c (1) as implemented by FAR 6.302-1, only one responsible source and no other supplies/services will satisfy Agency requirement. "All business proposals final price shall be submitted in whole dollars only, rounded to the nearest dollar." The North American Industry Classification Code (NAICS) is 541690. Responses must be sent electronically in MS Word format to renee.wallaceabney@cms.hhs.gov on July 2, 2018 by 11:00 am EST to Renee Wallace-Abney, The Government intends to award an order to the responsible offeror whose quotation offers the Lowest Price that is Technically Acceptable. All responses/quotes submitted shall remain valid for a period of 180 days. Interested parties must be able to affirm no conflicts of interest with parties involved in Medicare claims processing in light of the work identified in this Statement of Work. In the event that the vendor/government identifies a conflict, the vendor shall be responsible for providing a mitigation strategy that satisfies the government. In the event that the conflict cannot be resolved, the order cannot be awarded or an existing order may need to be terminated.
