THIS IS A PRE-SOLICIATION NOTICE The Department of Veterans Affairs, Nashville VA Medical Center is preparing to issue a Request for Proposal (RFP) for:
Project # 626-16-201 Upgrade Electrical Distribution
SET-ASIDE: 100% Service-Disabled Veteran-Owned Small Business (SDVOSB)
PROJECT MAGNITUDE: Between $2,000,000.00 and $5,000,000.00.
NAICS: 238210 Electrical Contractors and Other Wiring Installation Contractors
SMALL BUSINESS SIZE STANDARD: $15.0 million
PROJECT OVERVIEW:
The project will require the selected contractor to provide all labor, material, equipment and supervision necessary to complete all work for the Upgrade Electrical Distribution System project VA #626-16-201 at the Tennessee Valley Healthcare System, VAMC, 1310 24th Avenue South, Nashville, TN 37212. Work includes demolition and new construction of electrical, architectural, mechanical, plumbing, fire suppression and structural systems as shown in drawings and specifications. Period of Performance is 210 calendar days from the issuance of the Notice to Proceed.
Technical evaluation factors and proposal submission instructions will be posted in the solicitation.
This requirement is a 100% set-aside for Service Disabled Veteran Owned Small Businesses under the authority of 38 U.S.C. 8127(d). To be eligible for award the SDVOSB must be considered small under the relevant NAICS code. SDVOSB contractors must be verified and viewable in VetBiz www.vip.vetbiz.gov prior to submission of proposal and prior to award of contract. Status as a qualified SDVOSB concern is under the authority of 38 CFR Part 74 in accordance with the VA Acquisition Regulation (VAAR) Part 819. Eligibility determination is performed by the Center for Veterans Enterprise (CVE). Eligible SDVOSB concerns must also be registered at the following websites:

The solicitation is anticipated to be posted to the Federal Business Opportunities (FedBizOpps) website www.fbo.gov on or about October 17, 2017.
Important Notice: Prior to submitting a proposal under this SDVOSB set- aside solicitation, offerors must apply for and receive verification from the Department of Veteran Affairs Center for Veterans Enterprise (CVE) in accordance with 38 CFR Part 74 and VAAR 819.70 by submission of documentation of Veteran status, ownership and control sufficient to establish appropriate status. All offerors are urged to contact the CVE and submit the aforementioned required documents to obtain CVE verification of their SDVOSB status if they have not already done so.
