SOURCES SOUGHT TECHNICAL DESCRIPTION FOR PRODUCTS


INTRODUCTION
The Army Contract Command - New Jersey (ACC-NJ) located at US Joint Base MDL is issuing this sources sought synopsis as a means of conducting market research to identify potential sources having an interest and capability to provide commercial-off-the-shelf (COTS) Steel Cloud ConfigOS Software to support the Defense Forensics and Biometrics Agency (DFBA).


The result of this market research will contribute to determining the method of procurement, if a requirement materializes. Based on the responses to this sources sought notice/market research, this requirement may be set-aside for small businesses (in full or in part), or procured through full and open competition, or procured on a sole-source basis. This is a single award to meet requirement for base year and two (2) one-year option periods. All small business set-aside categories will be considered. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding submissions.

PROGRAM BACKGROUND


In order to provide biometric identity services, DFBA operates and maintains networks and systems that securely provide full operational capability within the biometric enterprise. These Information technology (IT) systems must be complaint with all applicable laws, rules, and regulations, while providing maximum security to all data and information systems. To meet IT operations, DFBA requires "brand name" Steel Cloud ConfigOS software interoperable with DFBA's accredited networks. This specific software suite will enable DFBA's operations in cybersecurity compliant environment to meet standards of the Security Technical Information Guide. DFBA systems and networks must be in compliance with Department of Defense Instruction 8500.01 (Cybersecurity), Army Regulation 25-1 (Army Information Technology) and Army Regulation 25-2 (Cybersecurity).


REQUIRMENT CAPABILITIES


Name Brand / Steel Cloud ConfigOS software suite is a complete solution offering scanning, remediation, compliance reporting, and external interfaces to other tools. SW allows users to easily adjust policies, to address waivers, and to comply with unique requirements. ConfigOS incorporates both policy content and policy remediation automation that is compatible with Windows Workstation, Windows Server, and Linux.
The Government requires Steel Cloud ConfigOS Software, Product Number (P/N) and description are as follows:


SCLD-COSA-WIN-F1P ConfigOS for Windows Foundry Annual (w/maintenance) License


SCLD-COSA-WIN-1 ConfigOS for Windows Annual (w/maintenance) License - 1 Server

SCLD-COSA-LX-1 ConfigOS for Linux Annual (w/maintenance) - 1 System


SCLD-COSA-WWS-1 ConfigOS for Windows Workstation Annual (w/maintenance) - 1 System

The intent of this Sources Sought is to assess the marketplace for Steel Cloud OS Software, and Government assessment for comparable COTS products. The Government envisions a COTS solution to reduce Government staffing resources for implementing and maintaining security policy-complaint systems.


SPECIAL REQUIREMENTS


No special requirements are anticipated to have security classification.


ELIGIBILITY


The applicable NAICS code for this requirement is 511210 with a Small Business Size Standard of $38.5 Million. The Product Service Code (PSC) is 7030.


SUBMISSION DETAILS


Interested businesses should submit a brief capabilities statement package (no more than ten 8.5 X 11 inch pages, font no smaller than 10 point) demonstrating ability to provide the products/systems listed in this Technical Description to meet Base Year, Option 1 Year and Option 2 Year requirements. Documentation should be in bullet format. No phone or email solicitations with regards to the status of the RFQ will be accepted prior to its release.


Your response to this Sources Sought, including any capabilities statement, shall be electronically submitted to the Contract Specialist, Carmel Costa, in either Microsoft Word or Portable Document Format (PDF), via email carmel.m.costa.civ@mail.mil no later than 12:00 p.m. ET on 17 July 2019 and reference this synopsis number (W15QKN-19-Q-076X) in subject line of e-mail and on all enclosed documents. Information and materials submitted in response to this request WILL NOT be returned. DO NOT SUBMIT CLASSIFIED MATERIAL.


If your organization has the potential to provide the required "commercial" products, please provide the following information: 1) Organization name, CAGE Code, address, primary points of contact (POCs) and their email address, Web site address, telephone number, type of ownership for the organization, and designated business size; 2) Tailored capability statements addressing the requirements of this notice with appropriate COTS supporting documentation; and 3) Any Department of Defense (DoD) and/or non-DoD contract vehicles to place order for the specific product offered as a solution. Contractor must be either the manufacturer or authorized reseller of the COTS product.


All data received in response to this Sources Sought that is marked or designated as corporate or proprietary will be fully protected from any release outside the Government.
