NY Pharmacy Card
The Department is seeking to reduce the cost of drugs for New York City residents by sponsoring a
City of New York drug discount card (discount card). As such, the Department is seeking an
appropriately qualified concessionaire to serve as a Pharmacy Benefit Manager (PBM). The
selected PBM will, at its sole cost and expense, implement, administer and operate a Pharmacy
Discount Card Program which will be open to all eight million New York City residents
(Program). The PBM must offer residents a Program that provides significant discounts on the
purchase of prescription drugs (brand name and generic) and some over-the-counter drugs at most
retail pharmacy outlets throughout New York Citys five boroughs (Participating Pharmacies),
and provide the Department with information about Program users and usage.
