THIS IS A SOURCES SOUGHT NOTICE. The National Institute of Standards & Technology (NIST) seeks information on vendors that are capable of providing NVCASE Witness Assessments of the American Association for Laboratory Accreditation (A2LA) to evaluate A2LAs ability to competently assess telecommunication certification bodies to the applicable requirements of the U.S. Federal Communication Commission (FCC) and the applicable requirements of the foreign telecom regulators (regulatory schemes) in economies where the United States has entered into a telecommunications mutual recognition agreement/arrangement (MRA) for the conformity assessment of telecommunications equipment.

This announcement is not a Request for Proposals or Quotes (RFP/RFQ) and does not commit the Government to award a contract now or in the future. The information contained in this notice is DRAFT only and as such, is subject to change prior to issuance of a solicitation. No solicitation is available at this time.

After results of this market research are obtained and analyzed, NIST may conduct a competitive or non-competitive procurement and subsequently award a contract. If at least two qualified small business sources are identified during this market research stage, and they are proposing equipment which complies with the Non-Manufacturer Rule standards/exceptions, this acquisition may be solicited as a small business set aside. NIST is seeking responses from all responsible sources, including large and small businesses (SB, SDB, WOSB, HUBZone, SDVOSB and VOSB). This requirement is assigned a NAICS code of 541690 with a small business size standard of $15 Million.
The National Institute of Standards and Technology (NIST) Standards Coordination Office (SCO) manages a program to evaluate and recognize organizations which support conformity assessment activities. This program is called the National Voluntary Conformity Assessment Systems Evaluation (NVCASE) Program. The NVCASE program is described in Code of Federal Regulations, 15 CFR, Part 286.

NVCASE recognition provides regulatory authorities with a basis for having confidence in the competency of qualifying U.S. conformity assessment bodies, and facilitates the acceptance of U.S. products in foreign regulated markets based on U.S. conformity assessment results.

The NVCASE Sub-Program for Telecommunication recognizes U.S. accreditation bodies (ABs) that accredit telecommunication certification bodies. NVCASE requires a periodic witness assessment of each AB participating in the program.
Interested business organizations that believe they may be capable of meeting NIST's desired specifications detailed in the attached Statement of work should provide a capability statement demonstrating the ability of the Contractor's equipment to meet all of NIST's requirements. Contractors may provide supplemental information within their capability document or as an attachment at their discretion.
