NEUTRALLY BUOYANT BALLISTIC PLATE (NBBP)

The Naval Surface Warfare Center, Panama City Division (NSWC PCD) is soliciting information from potential sources to provide the fabrication and delivery of Neutrally Buoyant Ballistic Plates (NBBP) in multiple sizes: 10X12 inch & 5X7 inch. The NBBP body armor is a critical safety item protecting against 7.62 mm rifle rounds. NBBP are neutrally buoyant, single curve, hard armor plates intend for use in the VBSS vest. These NBBPs are being acquitted to outfit VBSS teams in support of the Expanded Maritime Interception Operations (EMIO).


Qualification and eligibility for any production task orders under this contract is contingent upon the contractor's successful completion of First Article Test (FAT) in accordance with NQ/CID 12-01E Neutrally Buoyant Ballistic Plate (NBBP) Purchase Description.

A Firm-Fixed-Price contract is anticipated. The NAICS Code is 339999 with a Small Business Size Standard of 1250 employees. The FSC is 8470. THIS NOTICE IS FOR PLANNING PURPOSES ONLY. Responses to this notice shall be submitted to the Contracting Specialist, Courtney Henslee via e-mail Courtney.henslee@navy.mil no later than 15 May 2017. Responses must include the following: (1) capability to provide the NSFVs in various sizes. (2) name and address of firm; (3) size of business, including: average annual revenue for past three years and number of employees; (4) ownership (including Country of Ownership), indicating whether: Large, Small, Small Disadvantaged, 8 (a), Women-Owned, HUBZone, Veteran- Owned and/or Service-Disabled- Veteran-Owned Business; (5) Cage Code and DUNS number; (6) number of years in business; and (7) point of contact, including: name, title, phone, fax, and e-mail address.

 


Only prime contractors should respond. A list of responding prime contractors will be furnished to potential subcontractors upon request. This is not a solicitation nor will a solicitation package be issued as a result of this announcement. This sources sought notice is for information and planning purposes only and is not to be construed as a commitment by the Government. No reimbursement will be made for any costs associated with providing information in response to this announcement, or any follow-up information requests. The Government reserves the right to consider a small business set-aside, an 8(a) set-aside or any other acquisition strategy based on responses hereto. In the event a solicitation is developed, it will be assigned a formal Request for Proposal (RFP) number and the announcement will be published via the Federal Business Opportunities website. The Government will not notify respondents of the results of this market survey. This market survey closes on (15 May 2017).

COMMERCIAL DETERMINATION MARKET RESEARCH


The Government is also conducting market research to accompany the capability statements on whether or not companies consider the NBBP as commercial or non-commercial based on the definition contained in FAR 2.101. The Government is requesting that the attached document be completed and return it no later than 4:00 p.m. on 15 May 2017. Responses are strictly voluntarily and will assist the Government with determining the acquisition strategy. The Government will not reimburse for your responses and no feedback will be provided.

PRE-SOLICITATION CONFERENCE


A pre-solicitation conference will be held on 02 May 2017 at 12:00 p.m. Central Daylight Time (CDT) at the LaQuinta Inn and Suites located at 7115 Coastal Palms Blvd, Panama City, Beach, Florida 32408. All interested parties must email the company's name and the name of personnel attending to Courtney.henslee@navy.mil no later than 01 May 2017.
