Combined Synopsis/Solicitation
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice.

The solicitation number for this requirement is 9531BM19Q0014. This solicitation is issued as a Request for Quotations (RFQ).


The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2019-02.


This requirement is issued under full and open competition. The associated NAICS code is 238210, "Electrical Contractors".


Background
The National Transportation Safety Board Training Center (NTSBTC) is the training facility for the National Transportation Safety Board (NTSB), an independent Federal agency charged by Congress with investigating every civil aviation accident in the United States and significant accidents in the other modes of transportation -- railroad, highway, marine and pipeline -- and issuing safety recommendations aimed at preventing future accidents.
The Training Center provides training for NTSB investigators and others from the transportation community to improve their practice of accident investigation techniques. The curriculum promotes independent, objective, and technically advanced accident investigations that will enhance the safety of all modes of transportation.


The Mission of the NTSB Training Center is to promote safe transport by:
•    Ensuring and improving the quality of accident investigation through critical thought, instruction, and research;
•    Communicating lessons learned, fostering the exchange of new ideas and new experience, and advocating operational excellence;
•    Providing a modern platform for accident reconstruction and evaluation; and
•    Utilizing its high-quality training resources to facilitate family assistance and first responder programs, sister agency instruction, and other compatible federal activity.


The NTSB Office of Administration (AD), Administrative Operations and Security Division (AD-10) is responsible for management of the NTSBTC. The Training Center boasts:
•    An auditorium with stadium-style seating for up to 120 attendees.
•    Classrooms 1 and 2, which can operate independently (max 36 seats) or together as one large classroom occupying a maximum of 72 seats.
•    Classrooms 3 and 4, each containing stadium seating for up to 36 individuals.


The NTSB has a requirement for a Contractor to provide services utilizing a design-build project approach to upgrade the Audio portion of the (A/V) system in the NTSBTC.


Description of Requirement
The Contractor shall provide all labor and equipment to perform all work to implement its solution/plan to upgrade the Audio equipment and audio control components and audio control programs in the NTSBTC and provide training to NTSB TC staff.


The Contractor shall provide on-site/on-call and telephone technical support.


Upon exercise of option(s), the Contractor shall provide on-site/on-call technical support services for the integrated audio/visual system under a maintenance agreement.


Basis for Award
This Request for Quotations (RFQ) will result in the award of one (1) fixed-price purchase order under FAR Part 13 - Simplified Acquisition Procedures. The total period of performance shall not exceed five (5) years.


All responsible sources may submit a capability statement or quotation which shall be considered by the NTSB.


The Government may award one (1) firm fixed-price purchase order to the responsible offeror whose quote conforms to the RFP, will be most advantageous to the Government, price and other price factors considered, such that it provides the best value to the Government. Best value is defined as the procurement process that results in the most advantageous acquisition decision for the Government that is performed through an integrated assessment and trade-off analysis between price and non-price factors.

Your quote must be received no later than 5:00 p.m., Eastern Daylight Time (EDT), on August 26, 2019. LATE SUBMISSIONS MAY NOT BE CONSIDERED in accordance with FAR provision 52.212-1, Instructions to Offerors - Commercial Items.

The maximum size of an email, including attachments, which the NTSB email server can accept is 15 megabytes (MB). Therefore, the Contractor may choose to send their quote in separate emails, if the combined file size of any email received by the NTSB email server will exceed 15MB. Contractors are encouraged to remove excess graphics from their quotes to ensure quotes remain under the file size limit. It is the Contractor's responsibility to ensure that the designated point of contact has received your quote at the email address of the contact specified above by the quote due date.


Site Visit
A site visit will be held at the NTSB Training Center on August 13, 2019 at 10:00am, EST. The purpose of the site visit is to provide interested parties the opportunity to survey the NTSB Training Center and determine the current equipment/set-up, take measurements, etc. Please see Section L of the RFQ for additional information.
