This requirement is a single NSN project consisting of one NSN as follows:

NSN 2840-01-521-2570, KIT, FUEL FILTER

Specifications, plans, or drawings relating to this procurement described are not available and cannot be furnished by the Government.

This NSN is sole source to Rolls-Royce Corp. Any distributor providing Rolls-Royce's parts must provide documentation from Rolls-Royce authorizing the company to sell its parts.

DLA is soliciting to establish a Firm-fixed, Indefinite Quantity Contract (IQC), Long Term Contract (LTC) with a base period of one year and four, one-year option periods. The total duration of the IQC shall not exceed five years. The solicitation is for support for multiple DOD weapon systems.

FOB at Origin. Inspection/Acceptance requirements and delivery schedule will be noted on the solicitation.

This requirement will be issued as an unrestricted procurement, utilizing other than full and open competition. Pricing will be evaluated based on the Estimated Annual Demand (EAD) quantity. The estimated annual quantities for the applicable NSN will be noted in the solicitation. Evaluation is on a line-by-line basis. The quantities will be the same for the base and option periods. Configuration control applies. Higher level quality inspection system in accordance with ISO 9001: 2008 or equivalent is required.
Surplus suppliers and small business suppliers and distributors having existing stocks of surplus or newly manufactured material are invited to respond to this synopsis. The response should include a completed surplus certificate, DLAD 52.211-9000, Government Surplus Material, or adequate traceability documentation to show product is acceptable. In addition, respondents should identify quantity available and price. DLA will consider all such responses and may alter the acquisition strategy if purchase of existing surplus or newly-manufactured inventory is in the best interest of the Government.

The final contract award decision may be based upon a combination of price, past performance, and other evaluation factors as described in the solicitation. A copy of the solicitation will be available via the DLA Internet Bid Board System at https://www.dibbs.bsm.dla.mil/RFP on the issue date cited in the RFP. A paper copy of this solicitation will not be available to requestors. The estimated solicitation issue date is Jun 25, 2019 with an estimated closing date of Aug 9, 2019.
