The United States Coast Guard (USCG) awarded a sole source, Fixed Price Incentive Fee contract in accordance with FAR Part 15 to Northrop Grumman Shipbuilding (NGSB) on 29 November 2010, for the fourth (4th) National Security Cutter (NSC), (with optional support CLINs, such as shipboard spares and outfitting); the option for the Long Lead Time Material (LLTM) and Production and Delivery (P&D) of the fifth (5th) NSC (with optional support CLINs, such as shipboard spares and outfitting); and the option for the LLTM for the sixth (6th) ship. In March 2011, NGSB spun-off from Northrop Grumman Corporation and is doing business as Huntington Ingalls Industries (HII). A follow on contract was awarded on 30 April 2013 for P&D of NSC 6, with separate CLINs subsequently awarded under the same contract for LLTM for NSCs 7 and 8 and P&D of NSCs 7 and 8. On 30 August 2016 a follow on contract was awarded for LLTM for the ninth (9th) ship and P&D was exercised on 30 December 2016. On 29 March 2018 a follow on contract was awarded for LLTM for the tenth (10th) ship.
This synopsis encompasses the procurement of P&D for NSC 10 and LLTM and P&D for NSC 11. USCG intends to modify contract HSCG23-16-C-ADB016. The follow-on ship is to be the same dimensions, configuration and operational capability as the first nine (9) NSCs and is to be delivered within 46 months at the point of origin. The proposed procurement for P&D for NSC 10 and LLTM and P&D for NSC 11 is to be exercised on or about September 2018. This will be on a sole source basis to HII, 1000 Access Road, Pascagoula, MS 39567, NAISC Code: 336611 - Naval Shipbuilding; Classification Code 3731, Naval Shipbuilding, under the authority of FAR 6.302-1(2)(iii)(A) and (B), based on the substantial duplication of cost to the Government that is not expected to be recovered through competition, as well as an unacceptable delay in fulfilling the agency's requirements. Award to any other source would result in an unacceptable negative operational impact to the USCG. All responsible sources may submit a capability statement, proposal or quotation which will be considered by the agency within 15 calendar days of the posting of this notice. The solicitation for the P&D of NSC 10 and LLTM and P&D of NSC 11 will not be released through GPE.
