The National Cemetery Administration issued a requirement to (NRM Project:803-17-04) to Replace Administration Building Roof and Siding at Cemetery, Solicitation Number: VA786-17-R-0541.

Project Location: Bath National Cemetery, located at the VA Medical Center, Bath, NY 14810.


Contractor shall provide all design services, labor, tools, materials, equipment, and supervision necessary to remove the Services and Administration Building roof and wood siding to match original design from 1986.

SPECIFIC WORK ITEMS:

Work shall be in compliance with all applicable Federal, State, & Local Codes, and Department of Veterans Affairs (VA) specifications. The VA specifications include, but are not limited to, the following requirements:

A. Contractor to submit the project health and safety plan, and schedule to the Contracting Officer Representative (COR) for approval before commencing any work at the cemetery.

B. Contractor shall cut down (fell) the large tree overhanging the service building, as depicted in the photo below then grind the stump and surface lateral roots down to a point 6 inches below the existing surface. Contractor to haul off the tree trunk, branches, and stump grindings. Remaining stump to be covered with top soil to grade and seeded. It is the Contractor s responsibility to return all items/areas damaged during tree removal to their original state. This includes any structure damage by the felling of the tree or tree branches; as well or turf damage or ground depressions caused by equipment movement or tree felling.


C. Prior to conducting any roof or siding demolition the contractor shall utilize the services of a professional design firm to perform the following:

Redesign the gazebo to vestibule Loggia roof (roof over trellis area) to correct drainage problems and minimize roof snow/debris collection issues in the area depicted in the below photos. Loggia roof design shall consider and include the following:

Evaluation of the adequacy of the existing foundation and wall construction to support the roof.
Maintain the existing 9/12 roof slope.
Remove the existing trellis construction; but incorporate trellis work on roof rafter cords as possible.
Include either outriggers on fascia board to match the existing roofing or include cut rafter ends to match outrigger design.
Redesign plan submittal shall include as a minimum updated structural foundation plans & details, structural roof framing plan and details, north-end architectural roof plan, and architectural roof to wall and roof to roof details.

Redesign the roof plan and associated siding to enlarge the roof extension/overhang over the Gravesite Locator Kiosk and cemetery map box, as identified in photo below.
Revise the entire roof plan, to include the new Loggia roof design and Kiosk extension. Plan shall reflect new gutter and downspout locations. Downspout locations must consider and include means of conveying water away from the foundation and building entrances.

Revise the gutter details to reflect the use of 4 half round galvanized gutters and round downspouts, as was originally designed.

Provide revised west, north, and east building architectural elevations.
A selection of the 1986 Service and Administration Building Addition plans and details are provided with the solicitation. A complete hardcopy of the 1986 addition plans are available for review at the cemetery. No AutoCAD drawings are available. No plans are available for the trellis roof addition. Contractor shall submit revised plans to the COR for review and approval no later than 45 days after notice to proceed.

Pre-Bid Site Inspection: There will be Two (2) Pre-bid Site Inspection scheduled on: Friday, 7 July 2017 at 10:00 AM and Monday, 10 July 2017 at 10:00 AM.

The Government will award this solicitation as a Firm Fixed Price Service Contract in accordance with the criteria contained in 52.212-2.
This Acquisition is 100% Service Disabled Veteran-Owned Business Set-Aside. The NAICS Code is 238160. Size standard is $15 Million. Electronic solicitations will be available for download from Federal Business Opportunities (FBO): http://www.FedBizOpps.gov on or around June 26, 2017. Responses to the solicitation will be due Tuesday, 18 July 2017 by 2:00 PM EST.

Offers received from concerns that are not Service-Disabled Veteran-Owned Small Business (SDVOSB) concerns shall not be considered. SDVOSBs must be verified for ownership and control and listed in the Vendor Information Pages at https://www.vip.vetbiz.gov prior to the due date for proposals. Information shall be submitted in the manner requested in INSTRUCTIONS TO OFFERORS. Failure to submit all documentation required as required so may result in your submission being determined technically non-responsive and removed from further consideration.
