The Southeast Regional Maintenance Center is issuing this Sources Sought as a means of conducting market research to identify capable parties having interest in and the resources to support repairs on the Nuclear Power Training Unit (NAVSEA 08) (Charleston) Barge.

The work package consists of the following: (but is not limited to):


1. Refurbishment/replacement of electrical control panels.
2. Inspect and preserve structural areas of the NPTU IX-516 barge to include sealing the deckhouse.
3. Conduct underwater hull recertification, including freeboard.
4. Replace all exterior lights with LED illumination.
5. Inspect, clean and possibly replace the HVAC cooling system.
6. Inspect and possibly replace numerous fasteners on the deckhouse (currently has water intrusion). Possible portions of the deck will need resealing/replacement.
7. Recertify lifeline system.
8. Prepare, paint and seal the deckhouse and roof.
9. Inspect and repair the CHT system throughout the barge.
10. Inspect and repair the YC-1596 mooring winch.
11. Inspect and repair YFN-797 Barge mooring winch control panel to include new rubber boots.
12. Contractor will not have full access to the barge at any given time. Work on the barge will need to be coordinated with NPTU training and other activities which will occur on the barge during the period of performance.
13. The contractor must possess an MSR or ABR.
14. The anticipated period of performance is October 2018- February 2019.
15. This work will be accomplished at the Nuclear Power Training Unit (NPTU) located in Charleston, SC.


This barge is in a highly secured area. All interested parties must meet stringent security requirements for both the company and the individual workforce that will work on the barge to be qualified for unescorted work. Further, any interested party must be ISO 9000 (2015) compliant and their Quality Manual must meet NAVSEA standard item 009-04: Quality Management System.


The Government's market research is based on FAR Part 10 and the result of the market research will contribute to determining the method of procurement. If your organization has the potential capacity and capability to perform these tasks, please provide the following information: organization name, CAGE code, address, email address, web site address, telephone number, size and type of ownership for the organization, and any capabilities statements including past work similar to the Nuclear Power Training Unit Barge. Also state whether or not your intention is to be a primary contractor or potential subcontractor. All materials submitted in responding to this sources sought will not be returned. Any proprietary information to be submitted to the government should be properly marked. The government will not reimburse any efforts related to this Sources Sought Notice.
