Synopsis:
This combined synopsis/solicitation for commercial services/supplies is prepared in accordance with the format in subpart 12.6 of the Federal Acquisition Regulation (FAR) as supplemented with additional information included in this notice. This synopsis/solicitation is being advertised for Small Business vendors only. This announcement constitutes the only solicitation; no separate written solicitation will be issued. The solicitation number is HSCG28-14-P-QRX632.
Applicable North American Industry Classification Standard (NAICS) code:423860 size standard 100.
This requirement is for a fixed price contract. Selection will be based primarily on the lowest cost technically acceptable. The contract will be awarded using simplified acquisition procedures in accordance with FAR part 13.

Quotes are to be received no later than close of business (4 p.m.) on July30, 2014. Faxed quotations will be accepted at 305-415-7092.

BASIS FOR AWARD:
The competition is unrestricted and considered full and open.
Award will be made to the responsive and responsible bidder who provides the best value to the Government.
Evaluations and consideration will be made based closest proximity to the NPRFTC KODIAK, AK facility, lowest cost technically acceptable, delivery schedule and past performance.
References may be requested. The Government intends to issue a firm fix price award. The Government reserves the right not to award if it is determined not to be in best interest of the Government.
TECHNICAL SPECIFICATIONS: See attached technical specifications for complete list of technical requirements.
Performance Period: Contractor will be provided no greater than a 30 day period for the completion of delivery once the contract has been awarded.
The Contractor shall provide all labor, supervision and any other supplies, materials and equipment necessary to deliver the purchased vessel.
Technical question should be submitted in writing on the FEDBIZOPS system. DEADLINE FOR TECHNICAL QUESTIONS IS 16:00 7/29/14 EST.
