NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT
THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS.
The U.S. Coast Guard, Base Portsmouth, intends to award a sole source procurement under the authority of FAR 8.405-6(b), to:
Carmanah Technologies Corporation, 250 Bay St, Victoria, Canada V9A 3K5
Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. The Government will not be responsible for any cost incurred in preparation of proposals. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
This award is for the procurement of Light Emitting Diode (LED) Lanterns and spare parts. This type of product is essential to the Government's requirements for use on lighted aids to navigation, and market research indicates other companies' similar products, or products lacking the particular feature, do not meet, or cannot be modified to meet, the agency's needs. This product is the only ice buoy lantern that has been tested for photometric performance and approved for use in Coast Guard aids to navigation. The applicable North American Industry Classification System (NAICS) Code is 335129 with a size standard of 500.
