NOTICE OF INTENT TO SOLE SOURCE - One (1) Measuring Two-Roll Mill and related accessories
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.
The United States Government intends to solicit and negotiate with only one source under the authority of FAR 13.501(a)(2)(i), Only One Responsible Source based on the compatibility requirement with the existing Government-owned multi-layer cast film line that is currently in use at the Army Research Laboratory. The existing Government-owned multi-layer cast film line was made by the proposed vendor, Dr. Collin GMBH through contract W911QX-13-P-0354. Dr. Collin GMBH's data, drawings, and specifications are proprietary and copyrighted and available only from Dr. Collin GMBH. There are no known sources with access to the proprietary software and control algorithms on the multi-layer cast film line that was manufactured by Dr. Collin GMBH to successfully integrate a Measuring Two-Roll Mill to the existing multi-layer cast film line. Therefore, the Government intends to solicit and negotiate with Dr. Collin GMBH, Sportparkstr. 2, D-85560 Ebersberg, Germany, for one (1) Measuring Two-Roll Mill and related equipment.
This notice of intent is not a request for competitive proposals. However, this notice does function as a Request for Information (RFI) for offeror's who believe they can meet the Government's requirement (see Section 9 below). Any responsible source who believes it is capable of meeting the requirement may submit a capability statement, proposal, or quotation, which shall be considered by the agency, only if received by the closing date and time of this notice. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government.
Requirement:
The Government requires one (1) Measuring Two-Roll Mill 150 x 400 millimeter (mm) (Type W 150 M/G for elastomers, item 1.0-1G,) with the following accessories:
One (1) Motor-driven gap width adjustment
One (1) Rotary heads
One (1) Super-finish polished rolls
One (1) Timer for automatic pre-heating
One (1) Hydraulic prestressing of the rolls
One (1) Integrated circulating oil-heating unit with water cooling
One (1) Measurement of the gap width - precision 0.001 mm with self-calibration
One (1) Roll-bearing-pressure measurement
One (1) Automatic reversing unit for elastomers
One (1) Motor-driven movement of the side guides
One (1) Program control with microprocessor
One (1) Software for data logging
One (1) DLC coating rolls
Two (2) Heat transfer (Oil tempering) unit up to 250degC, 2x9 kW heating capacity
