NOTICE OF INTENT TO SOLE SOURCE - Energy Dispersive Spectroscopy (EDS) and Electron BackScattered Diffraction (EBSD) components with corresponding software and extended warranty service.

The United States Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1, Only One Responsible Source based on the Government's following minimum requirements for the EDS and EBSD upgrade components:



• Silicon Drift Detector (SDD) Energy Dispersive Spectroscopy (EDS) capable of X-ray input rates up to 2,000,000 counts per second (cps) and throughput rates up to 850,000 cps or more


• SDD EDS system capable of light element detection down to Al Lα (73 eV)


• SDD EDS system capable of enhanced light element detection


• SDD EDS system capable of automated phase mapping


• SDD EDS window capable of being cleaned by an oxygen-rich plasma cleaner


• Electron Back Scattered Diffraction (EBSD) pattern indexing of 1,400 patterns per second or more


• EBSD system capable of operating down to 100 pA at 5 kV or lower


• EBSD system capable of enhancing atomic number, topographic, grain boundary, or electron channeling contrast


• Simultaneous EDS and EBSD data acquisition from specific x,y spatial coordinates


• EDS/EBSD systems compatible with pre-existing EDAX EDS/EBSD data

The Government intends to solicit and negotiate with EDAX, Inc. 315 Gadwall Cir. Building 4600 Havre de Grace, MD 21078 for the purchase of three (3) Energy Dispersive Spectroscopy (EDS) components and one (1) Electron BackScattered Diffraction (EBSD) component to attach to microscopes currently owned by the Army Research Laboratory and all corresponding software. This purchase will also include an extended warranty service contract for the equipment. This purchase will include one (1) base year for purchase of equipment w/ one (1) year warranty service and includes four (4) one (1) option years for extended warranty service.  


This notice of intent is not a request for competitive proposals. However, any responsible source who believes it is capable of meeting the requirement may submit a capability statement, proposal, or quotation, which shall be considered by the agency, only if received by the closing date and time of this notice. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government.  


The Government does not intend to use Part 12 for this acquisition.
