NOTICE OF INTENT TO SOLE SOURCE PROCUREMENT TO SCIENCE APPLICATIONS INTERNATIONAL CORPORATION (SAIC)

This synopsis is hereby issued in accordance with FAR Part 5.203. The purpose of this synopsis is to announce Naval Information Warfare Center (NWIC) Pacific's intent to solicit, negotiate, and award a Cost-Plus-Fixed-Fee (CPFF) type contract and subsequent modifications on a sole-source basis to Science Applications International Corporation (SAIC) (Cage: 6XWA8) located at 12010 Sunset Hills Road, Reston, VA, 20190-5856.
The requirement is to provide animal care and training to U.S. Navy's Marine Mammal Systems (MMS) marine mammal participants, and to support the maintenance and operation of MMS at Naval Base Point Loma, San Diego California, Naval Submarine Base Kings Bay, Georgia, and Naval Base Kitsap-Bangor, Washington. The Contractor will be required to provide the necessary personnel, supervision, training and continuous education curriculums, and administrative support. In performance of the effort, the Contractor will be required to possess a current closed circuit diving program utilizing 100% oxygen rebreathers. A Statement of Work (draft) is attached.
The Government anticipates that the resultant contract will be for a five (5) year term comprised of one (1) one-year base term & four (4) one-year options beginning on/about 26 January 2020. The Government estimates the effort (total contract value) to be between $50M and $100M. The applicable NAICS Code is 541990 and the business size standard is $15.0 million. The applicable Service Code is R416, Support-Professional: Veterinary/Animal Care.
The Government intends to negotiate solely with SAIC under the authority of 10 U.S.C. 2304(c)(1), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. FAR Part 15 Contracting by Negotiation applies.

This notice is not a request for competitive proposals; however, any responsible source believing that it can fulfill the requirement may submit a capability statement which shall be considered by the agency. Interested parties must clearly show the firm's ability to be responsive without compromising the quality, accuracy, and reliability of services provided. Capability statements, comments, questions or concerns regarding this notice may be submitted via e-mail ONLY to sharon.chang@navy.mil. All responses received within forty-five days after date of publication of this synopsis will be considered by the Government for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this procurement based upon responses to this notice is solely within the discretion of the Government.
