NOTICE OF INTENT TO SOLE SOURCE: Two (2) Lock-in Amplifiers Model 860

The United States Department of Commerce (DOC), National Institute of Standards and Technology (NIST), Acquisition Management Division (AMD) intends to negotiate, on a sole source basis, with Stanford Research Systems, 1290-D Reamwood Ave., Sunnyvale, CA 94089 for the purchase of two (2) lock-in amplifiers model 2124
to be utilized by NIST's Physical Measurements Laboratory (PML). The statutory authority for this acquisition is FAR 13.106-1(b).

***** Sole source determination is based on the need to acquire two (2) lock-in amplifiers model 860 that collectively include dual phase lock-in capable of simultaneous measurement of in phase and out of phase signal components and have Gaussian FIR filters on the input with a built-in DC bias on the reference output which can be single-ended or differential. The two (2) lock-in amplifiers model 860 will be used for research to perform transport measurements of single electron devices to use as current standards and qubits in a new laboratory with very low temperature capabilities. To meet these requirements the amplifier must perform sensitive, low-noise measurements of transport through single electron devices to identify excited states, perform charge sensing, assess voltages where charge pumping will occur, etc. The requirements indicated above are all necessary to make the best possible and lowest-noise possible measurements while preserving bandwidth and keeping a high dynamic reserve. Low-noise measurements are essential in assessing the potential for the devices to meet the requirements of a future electrical current standard and the performance as a qubit.


Stanford Research Systems is the sole manufacturer and distributor of the equipment identified that meets the required minimum specifications.


*****The North American Industry Classification System (NAICS) code for this acquisition is 335999 - All Other Miscellaneous Electrical Equipment and Component Manufacturing, with a small business size standard of 500 employees.


*****A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.


*****No solicitation package will be issued. This notice of intent is not a request for quotations; however, all responsible sources interested may identify their interest and capability to respond to this requirement. Interested parties that believe they can satisfy the requirements listed above must identify their capability in writing before the response date of this notice. Only responses received by 11:59 p.m. Eastern Standard Time on July 26, 2019 will be considered by the government.
