**THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT MODIFICATION
FOR COMMERCIAL FINANCIAL CONSULTING SERVICES **
The Overseas Private Investment Corporation (OPIC) is the U.S. Government's Development Finance Institution. OPIC's mission is to provide loans, guaranties, political risk insurance, and investment funds to assist American businesses expand into emerging markets.
This is a notice issued as required by FAR 5.203. Because this procurement will conducted in accordance with simplified acquisition procedures, OPIC intends to award this sole source contract under the authority of FAR 13.501(a)(1).
Contract OPIC-14-C-0017 is currently due to expire on 1 June 2017 and could only be extended by six months in accordance with the 52.217-8 clause. The funds being used are currently provided under IAA S-OES-13-IAA-0021 with the Department of State and expire for obligation on 31 March 2018. There is a current and future need for continuing financial consulting support on this contract for in-stream and potential energy sector transactions in scope to the IAA. However, since this modification is anticipated to use the full remainder of funds available under the IAA for this contract, the terms of this contract will be revised to convert it from a severable service consulting contract into a non-severable service contract requiring completion of distinct efforts and provision of specific end-item deliverables. As a result of this sole source contract modification, the Statement of Work (SOW) and price of contract OPIC-14-C-0017 will be revised to reflect this change in service type.
In order to perform this work, a firm needs to be able to provide consultants who can immediately begin supporting the transactions covered under the scope of the IAA. These consultants must also not require any additional training or familiarization period in order to begin supporting OPIC on these transactions. Based on OPIC's knowledge of the marketplace for these services, the only company able to meet these requirements is the current contractor on OPIC-14-C-0017.
The North American Industry Classification System (NAICS) code for this requirement is 541611 with the size standard of $15 million. This notice of intent is not a request for proposals or quotes; however, all responsible and capable sources may submit statements of capabilities, which, if received within five calendar days of publication of this notice, shall be considered by OPIC. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
